加强科研项目管理 促进油气装备创新发展

摘要: 为了应对当前非常规油气高效开发和增储上产对油气装备提出的新要求,解决油气装备研制中工程问题识别不充分、先进性预判难把控、研发团队多学科融合效果不突出、科研成果转化与保护力度不足等问题,中石化石油机械股份有限公司加强科研项目管理,在立项阶段结合工程与技术现状,实施阶段抓住主要矛盾,成果落地阶段注重转化应用,完善激励和保护措施,激发内生动力,释放创新活力,形成了一套行之有效的科技管理机制,有力提升了钻完井、井下作业、油气集输三大领域12项特色装备与工具的产品与服务质量。今后科研项目管理将进一步聚焦重点项目,加强顶层设计,持续建设基础性创新平台、知识产权信息资源库及各类标准,完善公司科技创新体系,并围绕油气装备全生命周期管理打造特色优势技术,为油气资源高效开发提供有力支撑。

Abstract: Sinopec Oilfield Equipment Corporation was making efforts for settlement of such problems as the new demand for oil and gas equipment arising from high-efficiency development of unconventional oil and gas resources, inadequate identification of the engineering problems in research and manufacturing of oil and gas equipment, difficult estimation of the equipment’s sophistication, unsatisfactory results from cross-disciplinary integration of the R&D team, and inadequate transformation and protection of scientific research achievements. To solve those problems, the corporation stepped up management of scientific research projects, took into consideration combination of engineering with the technological conditions at the project launching stage, focused on the main contradictory at the execution stage, and stressed transformation and application at the result-achieving stage. Meanwhile, it also perfected the measures for incentive and protection, inspired internal motivation, made invigoration for innovation, and developed a series of effective technological management mechanisms, thus substantially improving the product and service quality of 12 items of characteristic equipment and tools in the three main areas -- drilling and completion, downhole service, and oil and gas gathering and transferring. In the future, scientific research management will be further focused on the key projects in the efforts to enhance top-level design, continually build the basic innovation platform, establish intellectual property information databank and various standards, perfect the company’s technological innovation system, and develop the characteristic and advantageous technologies on the basis of oil and gas equipment service life management, effectively supporting high-efficiency development of oil and gas resources.
