新形势下油气产业科技创新体系建设路径思考

摘要： 当前，油气产业科技创新面临大数据、能源技术革命、科技体制机制改革、绿色发展等一系列新形势，需以市场为导向，选择正确路径，构建与之相适应的油气产业科技创新体系。首先，应明确油气产业科技创对象，立足油气产业上中下游各环节科技创新实际需求，建立目标体系，通过油气产业内外部协同调动科技创新动力。其次，健全科技创新研发与成果转化应用体系，一方面要着力优化提升核心技术研发体系，包括发挥多学科综合优势、加强集成创新与配套应用、重视油气产业链技术生态化发展体系建设、加强国际交流与合作拓宽技术获取渠道；另一方面要完善科技创新成果转化应用体系，包括建立油气科技成果内部转化机制、促进油气科技创新成果产业化与本地化、充分重视科技绩效评估等。再次，要建设科技专家智库与人才队伍体系，既要把智库建设作为一项重大而紧迫的任务，又要把建立科研人才队伍选拔、培养模式与方法纳入油气科技创新体系建设的重要日程。从而为实现油气产业提质增效目标，促进油气产业有质量、有效益、健康可持续发展提供有力支撑。

Abstract: Currently, oil and gas industrial technological innovation faces a series of new situations such as big data, energy technological revolution, reform of technological structural mechanism and green development. It is necessary to select the correct route for construction of the market-oriented oil and gas industrial technological innovation system. First of all, the target of oil and gas industrial technological innovation should be clarified on the basis of the actual technological innovation demands in the upstream, middle-stream and downstream sectors of the oil and gas industry, thus establishing a system of targets. Technological innovation is fueled by synergies from both inside and outside the oil and gas industry. The second step is to perfect the technological innovative R&D system and the conversion and application of technological innovative achievements. On one hand, the efforts should be focused on optimization and improvement of the R&D system for core technology. The measures include taking advantage of cross-disciplinary synergies, highlighting innovative integration and application of the relative systems, attaching importance to construction of technological ecologicalization system of the oil and gas industrial chain, and expanding the technology-access channels by means of international exchange and cooperation. On the other hand, it is necessary to perfect the application system for conversion of technological innovative achievements. The measures include establishing the internal mechanism for conversion of oil and gas technological achievements, promoting industrialization and localization of oil and gas technological innovative achievements, and paying great attention to evaluation of technological performance. Then, the efforts should be devoted to the think tank of technological experts and talents. The think tank should be regarded as a task of great urgency. Selection and cultivation of technological research talents, including the fostering methods, should be put high on the agenda for construction of oil and gas technological innovation system, thus effectively helping bring about the objective for improvement of oil and gas industrial quality and efficiency and promote a high-quality, healthy and sustainable development of oil and gas industry.
