胜利油田“三位一体”科技管理模式创新探索

摘要： 为有效整合科研资源，发挥科研体系整体效能，推动科研管理更加高效，胜利油田创新构建了基层—专班—专家“三位一体”科技管理模式。从优化顶层设计、构建科技攻关体系、推动科技成果转化、提升科技管理运行效率、加大科技人才培育和激励等方面探索转型，持续推动科技管理创新创效。“十三五”期间，胜利油田实施科研项目1232项，科研成果应用率达90%以上，科技贡献率达60%以上。“十四五”时期将进一步统筹做好科技发展规划，着力构建开放共享的科技创新生态，持续加大创新人才队伍培养和激励，加快成果转化、协同攻关、集成创新，支撑油田高质量发展。

Abstract: To integrate scientific research resources effectively, bring the overall scientific research system into full play and improve efficiency of scientific research management, Shengli Oilfield created the “Three in One” technological management pattern, namely integration of grassroots unit, special team and experts. The efforts were concentrated on optimizing the top-level design, constructing the scientific research system, promoting transformation of technological achievements, improving operational efficiency of the technological management system, accelerating cultivation and incentive of technological talents, and continually encouraging technological management into innovation and higher performance. During the 13th Five-year Plan period, Shengli Oilfield carried out 1232 scientific research projects, enabling the application rate of the scientific research achievements and the technological contribution rate to exceed 90 percent and 60 percent separately. In the 14th Five-year Plan period, Shengli Oilfield will further perfect its technological development plan, focus efforts on creation the environment for technological innovation that is opening and shared. In addition, the efforts will be continually strengthened for cultivation and incentive of the innovative professionals to accelerate transformation of achievements and coordinate scientific research and integrated innovation for high-quality development of the oilfield.
