Abstract: Investment in technology is inadequate with less foreign cooperation in the low oil price period. The traditional technological management caused the negative influence on transformation of technological achievements, motivation of technological researchers, and development of innovation capabilities. This paper studies how to establish the technological structuring mechanism of the “industry-university-research-utilization” (IURU) cooperation. IURU should be planned and improved as a whole system, with the efforts to optimize the top-level design and develop a perfect and high-efficiency technological management system. The research based on the cross-disciplinary collaboration can avoid blindness of technological innovation, reduce the risks and cost of technological innovation, shorten the transformation cycle of technological achievements and foster the interdisciplinary talents for technological research management. Innovation led to the theoretical and technological systems for exploration and development of different compact and low-permeability oil and gas reservoirs. As a result, the high-quality productivity of compact oil and gas reservoirs is constructed one after another, effectively maintaining the company’s sustainable development.
