摘要: 我国石油工程企业受历史因素影响,专业门类多、技术服务范围广、科技资源分散、总体落后于世界水平,难以适应国家能源安全战略要求。针对石油工程企业科技管理体系存在的问题,在科技发展战略阶段与目标、石油工程研发体系、石油工程技术系列3方面探索创新,明确了技术优势和科研攻关方向,科技人才队伍建设增强,科技创新管理体系日趋完善,形成了一批具有中国特色的石油工程技术成果,验证了创新体系的先进性。页岩气、深层油气藏勘探开发工程创新集成配套技术和关键核心技术等获得重大突破,为大幅降低页岩气开发成本实现商业开发、提升油气资源勘探开发利用水平提供了技术支持。

Abstract: Influenced by the historical factors, the Chinese petroleum engineering enterprises generally fell behind the world level and was difficult to meet the strategic demand of the country’s energy security owing to a large variety of specialties, wide scope of technological services, and dispersion of technological resources. This paper focuses on the problems existing in the technological management systems of petroleum engineering enterprises and makes the study of innovation in three areas – the strategic stage and objectives of technological development, the petroleum engineering R&D system and the petroleum engineering technological system. It clarifies the technological advantages and R&D orientations. The petroleum engineering enterprises enhanced development of technological professionals, increasingly perfected the technological innovation management systems and made a series of petroleum engineering technological achievements with the Chinese characteristics, confirming sophistication of the innovation system. The important breakthroughs were made in the engineering integrated systematic technologies and key technologies for development and exploration of shale gas and deep-layer oil and gas reservoirs, thus providing technological support for substantially reducing shale gas development to realize commercialized development and improving application efficiency in exploration and development of oil and gas resources.
