石油工程技术研究与应用能力评价方法探究

摘要: 随着国内油田企业油公司建设不断深入,亟待建立健全油田科研单位的能力评价与考核机制。探索评价油田企业石油工程技术研究单位创新创效能力的方法,采用指标量化法,拟定评价指标,确定赋分标准,建立评价指数体系。从项目研发、成果获奖、技术推广、技术创效4方面进行评价指数计算,获取项目研发能力指数S、成果获奖能力指数C、技术推广能力指数T、技术创效能力指数F、创新能力评价指数(S+C)、创效能力评价指数(T+F)、研发综合能力评价指数(S+C+T+F),并进行对比分析,为油田科研单位的绩效考核与管理提供依据,为科研单位寻找差距、分析原因、明确努力方向和未来工作重点提供指导。

Abstract: It is necessary to establish and perfect the assessment and examination mechanism for the abilities of the oilfield scientific research institutes owing to development of the domestic oilfield enterprises and oil companies. The efforts are focused on the assessment methods for innovation and performance abilities of the petroleum engineering technological research institutes of oilfield enterprises, adoption of index-quantified methods, definition of the assessment indexes, determination of the score-making standards, and establishment of the assessment indexes system. Calculation the assessment indexes is made on the basis of four areas – R&D of the project, prizes for achievements, extension of technology, and performance achieved by technology, acquiring S, the R&D ability index of the project, C, the prize-winning ability index, T, the extension ability index of technology, F, the ability index for performance made by technology, (S+C), the innovation ability index, (T+F), the performance-achieving ability index, and (S+C+T+F), the comprehensive R&D ability-assessing ability. Comparation of those indexes is made for the purposes to facilitate the scientific research institutes for performance examination and management and provide guidance for them to location of gaps, analysis of causes, and identification of the working orientations and focus of attention.
