Abstract: So far as the petroleum industrial development process of New China in the past 70 years is concerned, technological innovation is always the inexhaustible power to bring about development and brilliant achievements. The continental oil and gas geological theory in the 1960s got rid of the western “terrestrial lean oil” theory. Foreign technological blockade made China’s petroleum industry develop itself by means of independent innovation. The nation has gradually established its complete petroleum industrial system. Technological innovation helps petroleum enterprises implement the “go-world” strategy and use both Chinese and foreign resources to secure the nation’s energy supply, bringing about a leap forward development for the Chinese petroleum industry. Currently, China’s technological innovation still faces foreign technological monopoly, with some of the key and core technologies controlled by other countries. The technological innovation structuring mechanism and the relative systems are not functioning effectively while the resources for scientific research need to be further opened and shared. The achievements are not desirably transformed for application. The structure and ability of technological talents and professionals are not in line with high-quality development of the petroleum industry. Petroleum enterprise should make response to these bottlenecks and challenges. Acceleration of technological innovation is an inevitable option and an important foundation for participation in global competition and cooperation with international oil majors. It is also the fundamental solution to deterioration of resources grades and demand for high-end products. Focusing on high-quality development of oil and gas industry, this paper come up with the suggestions on implementation of innovation strategy, perfection of the technological innovation system and fostering of technological talents and professionals.
