新形势下我国化工行业发展的几点思考

摘要: 我国是世界化工品生产和消费大国,随着浙江石油化工有限公司等民营企业和未来几年 埃克森美孚等外商独资企业新建项目投产,我国化工市场将逐步形成国有大型石化企业、煤化工企 业、民营石化企业、地方石化企业、外商独资企业、合资企业和进口产品多主体互动竞争的供应格 局。同时,受全球经济增长放缓、新增产能集中释放等因素影响,全球化工行业利润下滑,形势严 峻。在市场全球化时代,如果不能够顺应环境变化,就不可能具有竞争力。而适应环境需要的新竞争 力是速度、创新、高品质和低成本。我国化工行业必须向由大到强、由技术依赖引进向技术实现自 主、由资源深加工的初级阶段向中高级阶段、由管理的粗放阶段向精细阶段发展。国家层面和企业层 面要更加重视化工行业发展面临的若干重大难题,如高分子材料领域自主技术匮乏、产品同质化严 重、高端产品严重依赖进口等。

Abstract: China is one of the main producers and consumers of chemicals in the world. With the newly-launched projects brought on stream by the private-owned enterprises like Zhejiang Petroleum & Chemical Co., Ltd. and the foreign-funded enterprises like ExxonMobil, China’s chemical market gradually comes under competition from a multiple of suppliers, such as giant State-owned petrochemical enterprises, coal chemical enterprises, privateowned petrochemical enterprises, local petrochemical enterprises, foreign-funded enterprise, Chinese-foreign joint ventures, and importers. Meanwhile, influenced by slowdown in global economic growth and concentrated release of newly-additional production capacity, the world chemical industry sees a profit decline and a stern situation. It is impossible for an enterprise to have competitiveness in the era of market globalization without adapting itself to the environmental changes. Speed, creation, high quality and cost-effectiveness hold the key to the new competitiveness that meets the environmental demand. China’s chemical industry should complete the transition from dependence on technological imports to technological independence, from the initial resource-processing stage to the middle and high stages, and from extensive management stage to fine management stage. Importance should be attached to the key bottlenecks affecting chemical industrial development at the State level and corporate level, such as lack of independent technology in the field of high-molecular materials, sternness of product homogenization, and heavy dependence on imports of high-end products.
