摘要: 针对以往激励方法比较笼统、激励体系不够完善、激励氛围不足等问题,中国海油勘探系统围绕推动勘探技术进步、人才成长、油气发现协同共进,探索创立了阶梯激励机制。第一阶梯,激励小微萌芽期的青年技术创新,举办基层青年技术交流会;第二阶梯,针对成长期的专业技术,设立勘探专项技术创新奖;第三阶梯为集团公司科技进步奖,主要奖励取得重大成效的综合技术成果。梯队激励与技术生态循环机制有效调动和激发了科研人员的创新积极性,优秀人才汇聚到勘探研究一线,推动了海洋石油勘探技术的进步与创新,有力助推了渤中19-6、乐东10-1、惠州26-6、宁波19-6等多个大中型油气田的发现和高效评价,促进了海洋石油勘探的高质量发展。

Abstract: The previous incentive mechanisms were relatively general without a perfect incentive system and an adequate incentive atmosphere. To solve those issues, the exploration department of CNOOC created the ladder incentive mechanism to synergize progress of exploration technology, growth of talents and hydrocarbon discovery. The first ladder aims at inspiring the youth for technological innovation at the rudimentary stage, such as hosting the technological seminars for the youth at the grassroots. The second ladder focuses on the long-term specialized technology, establishing the prize for specialized exploration technological innovation. The technological progress prize of CNOOC is launched at the third ladder to reward for the achievements of important and effective integrated technology. The ladder incentive and technological ecological cycled mechanism effectively motivated and inspired the researchers for technological innovation. The excellent talents were concentrated on the forefront of exploration research to promote offshore oil exploration technological progress and innovation. Those efforts effectively helped CNOOC find and efficiently evaluate a number of large and middle-size oil and gas fields, such as Bozhong 19-16, Ledong 10-1, and Huizhou 26-6, bringing about high-quality development of offshore oil exploration.
