企业科技统计工作面临的主要挑战及提升策略

摘要： 科技统计是企业完善建立中长期科技发展规划、制定科技管理政策、优化科技人才队伍、加快科技创新与成果转化应用的一项重要基础性工作。文章梳理分析了世界科技统计现状，许多发达国家已建立起科学规范的科技指标，我国正逐步形成一套较为规范、完整、系统的统计调查制度和稳定的调查指标体系。目前，我国科技统计工作面临着科技统计人员队伍稳定性差、数据统计质量有待进一步提升、科技统计指标体系需持续优化完善、科技统计数据运用不全面不充分等问题。为了提升企业科技统计工作质量，建议：（1）设立专职科技统计人员岗位，定期开展线上培训和数据会商；（2）完善科技统计管理平台，加强数据审核工作；（3）加强企业科技统计研究，持续优化科技统计指标体系；（4）借助现代信息技术，加强科技统计数据分析运用。

Abstract: Technological statistics is an important basic work for the company to perfect the long- and middle-term technological development plans, formulate the technological management policies, optimize technological staff members and accelerate technological innovation as well as transformation and application of achievements. Based on analyzing the present conditions of the world technological statistics, it can be found that many developed countries have already formulated the scientific and standardized technological indexes. China has gradually developed a set of relatively standard, complete and systematic statistical survey system and stable investigation indexes system. Currently, China’s technological statistics faces a series of issues, such as a poor stability for technological statistical professional, the data statistical quality to be further improved, the technological statistical indexes system to be continually optimized and perfected, and inadequate and incomplete use of the technological statistical data. This article comes up with the following suggestions on improvement of the company’s technological statistical quality. (1) The professional work positions for technological statistics should be arranged with periodic online training and collection and discussion of data. (2) The platform for technological statistical management should be perfected in the efforts to enhance examination of data. (3) The company should enhance the technological statistical study and continually optimize the technological statistical indexes system. (4) The company should take advantage of modern information technology to enhance analysis and application of technological statistical data.
