“大科技”攻关的项目管理路径与对策——以中原油田为例

摘要: 为解决科技攻关对象日趋复杂与传统分散型科研攻关模式矛盾加剧问题,中原油田以生产需求为导向,借鉴工程建设项目管理模式,针对油田勘探开发重点目标,打破分公司、勘探局界限,整合科技资源,开展跨区域、跨专业、多学科联合攻关,探索“大科技”攻关管理模式。具体实施中,强化顶层设计,明确科技工程设置,实施滚动立项和课题长负责制,加强“勘探开发一体化、地质工程一体化、科研生产一体化”联合攻关,多单位多部门联合管理,强化过程管理,严把项目验收关,完善评价激励政策。在推进项目运行和关键技术突破、提升成果质量、提高科研人员积极性上取得了显著成效,建立了多学科多层级攻关团队,形成人才、项目相互促进的良好态势。

Abstract: To solve the contradiction between the increasing complexity of the technological research targets and the traditional pattern of disperse technological research projects, Zhongyuan Oilfield aimed at production demands, used the management pattern of engineering construction projects for reference, and focused on the key exploration and development targets at the oilfields. Meanwhile, Zhongyuan Oilfield broke the boundaries between the oilfield company and the exploration bureau and integrated various technological resources for cross-regional and cross-disciplinary technological research projects, thus making efforts for creation of a management model for the “super technology” research projects. In the practice, the oilfield intensified the top-level design, identify the structure of engineering technological project, implemented the progressive project launching and project head responsibility system, and step up the joint research of “exploration-development integration, geological engineering integration, and technological study-production integration” as well as the joint management of multiple units and departments. Zhongyuan Oilfield also strengthened the process management, tightened control over examination of the projects, and perfected the assessment and incentive policies. As a result, the oilfield has made remarkable achievements in making breakthroughs in the key technologies, improving quality of achievements, and motivating the enthusiasm of technological researchers. A cross-disciplinary and multi-level research team has been developed to bring about reciprocation between talents and projects.
