Abstract: Research Institute of Exploration and Development, East China Branch of Sinopec, as the think-tank for the oil and gas field, has steadily carried out the technological innovation leading strategy and committed itself to the goals of high-efficiency exploration and benefit-focusing development. Aiming at the technological bottlenecks, the research institute strengthened the efforts for introduction and application of the new theories, new technologies and new processes and continually improved exploration and development of oil and gas fields, raising the company’s core competitiveness. Management of technological projects has been effectively improved in the efforts focusing on management structure, guarantee in the form of system, management of operation, talents and professionals, scientific research and culture. The preliminary achievements have been made in core IPR development, promotion of new discoveries and new productivity construction, and fostering of professionals for technological research and management. In the future, the State key projects, special projects of Sinopec and other key technological projects will continue to be used the platform on which management of technological projects is focused on three main resources -- conventional oil, shale gas and coal-bed methane. The paper comes up with the proposals and suggestions on adoption of top-level design, testing of expert access system, perfection of incentive mechanism and acceleration of achievement transformation.
