数字化转型下HSE监管模式创新思考与建议

摘要: 当前数字技术迅猛发展,与产业有效融合应用。如何利用数字技术促进HSE体系管理落地,实现HSE管理的平台化、网络化、智能化,成为新时代HSE监管面临的重要课题。中国石油高度重视高质量发展,已形成“统一管理、分级负责”的监管体系并取得一定成效,但总体仍依靠传统方法进行监管,数字化尚处于起步阶段,无法满足全过程、全天候、全方位协同监管要求。中国石油将大力推进数字化转型,加速HSE监管模式创新和变革,通过监管方式优化和转变,提升监管效率和效益。建议按照公司数字化转型架构,统一开展HSE监管模式顶层设计;依托数字化转型发展成果,协同推进HSE监管3个新型能力(风险感知能力、风险智能监测能力、风险预警能力)建设;围绕分类分级联动联控,搭建各层级HSE监管平台;聚焦数字化监管落地,推进HSE远程在线监督机制建设;坚持协同部署,推进HSE监管支撑体系建设。

Abstract: Currently, digital technology is under rapid development and effectively integrated and used with the industry. How to use digital technology for establishment of the HSE management system is an important subject in the new era to make HSE management function as on the platform, under the network and as intelligent. China National Petroleum Corporation (CNPC) attached great importance to high-quality development and established the supervision and management system that is “under unified management and duty-bond at the various levels” with some achievements made in this area. However, the supervision and management system, generally speaking, still operated under the traditional model, while digitalization is in its preliminary stage. Therefore, the system is unable to satisfy the demand for full-process, all-weather and all-around collaborative supervision and management. CNPC will concentrate its efforts to push ahead with digital transformation, accelerate innovation and transformation of the HSE management model, and improve management efficiency and performance on the basis of optimizing and changing the management method. It is proposed to make top-level design for a unified HSE management model, depend on the achievements made in digital transformation and development to establish three new-type capabilities of HSE management (risk-sensing capability, intelligent risk-detecting capability and risk early-warning capability), construct the HSE management platform at all levels according to classifications, levels and joint actions and regulations, focus on implementation of digital management to promote establishment of the HSE remote online management mechanism, and coordinate the efforts for acceleration of the HSE management support system.
