Abstract: It is more and more difficult to find large conventional oil and gas fields worldwide in the past three decades. The offshore and unconventional oil and gas areas become the focus of exploration. Some national oil companies (NOC) have risen to become the main force for discovery of large onshore oil and gas fields. International oil companies (IOC) remain as the main force for discovery of large offshore deepwater oil and gas fields. Competition for global resources becomes more intense than ever. China National Petroleum Corporation (CNPC) has engaged itself in overseas exploration and development for 27 years and experienced three stages -- progressive exploitation, large-scale risk exploitation and rapid multi-element development. It has established five main oil and gas cooperative regions in the world. The overseas gross shared oil and gas production exceeded 1×108t oil equivalent in 2019, decreasing 6.7% of integrated import dependency (IID) in China and making important contribution for the country’s energy security. Facing a series of challenges, such as more intense international competition, complicated investment environment and harsh contract conditions, CNPC should expand its efforts to open up new projects, focus on the Belt and Road Initiative, increase investment for deepwater conventional oil and gas exploration and development projects and carefully involve itself into the unconventional projects. In addition, the company should increase technological investment, enhance operation of exploration assets, improve economic performance of the exploration projects, launch risk exploration fund, and step up multi-company joint operation.
