摘要: 炼化产品接近市场的消费终端,产品种类繁多,引进技术占主流,竞争极为激烈,而专利是炼 化技术领域最重要和普遍的成果保护形式。基于国内外专利申请,从数量和申请时间、专利类型、技术领域、 动态管理等角度对中国石油炼油与化工领域的专利保护现状进行了研究,并与竞争公司中国石化、壳牌进行 了对标分析。结果表明中国石油在专利数量、专利类型、技术领域、动态管理等方面均与中国石化及壳牌存 在差距。分析指出,中国石油应重视并加强炼化领域的技术创新,注重专利申请的数量积累;提高技术创新 程度,提升发明专利的占比;在不同技术进行差异化的战略规划和专利布局;加快推进专利动态管理。

Abstract: Currently, many core technologies in China’s area of oil and gas engineering have remained as short boards and bottlenecks, restricting the country from raising its oil and gas production. The recoverable resources and the economic property of production depend on oil and gas engineering technology and equipment. Oil and gas engineering technology plays a more and more important role in increasing reserves and production, reducing cost for higher efficiency and promoting transformation and upgrading of oil and gas exploration and development. “Bottleneck” technologies in China’s oil and gas engineering area mainly include fine exploration technology, deepwater oil and gas engineering technology, ultrahigh temperature downhole tools, high-performance intelligent steer drilling technology, precise stimulation technology, and geology-engineering integration. Combining the internal and external environmental changes with the demands for oil and gas engineering “bottleneck” technologies, this paper comes up with the countermeasures for China’s oil and gas engineering “bottleneck” technologies development, namely focusing on the country’s key bottleneck technologies in the oil and gas engineering area and formulating the preferential policies and measures at the level of national strategy. It is necessary to increase exchange and cooperation with domestic and foreign institutions and solve the bottlenecks in China’s key oil and gas engineering technologies as soon as possible. Those countermeasures are of vital importance to improve oil and gas exploration and development and secure the country’s national energy supply.
