摘要： 在持续深化改革、着力加强科技创新、推动高质量发展等新形势下，中国石油制修订《知识 产权管理规定》《专利管理办法》《技术秘密管理办法》和《计算机软件著作权管理办法》，于2018 年 底正式发布。此次修订工作按照“问题导向、继承发展、有效衔接、依法合规”的原则，根据新形势新要 求和未来发展需要，进行了必要的管理体制机制等方面的改革创新，建立完善“集中产权、统一管理、分 级负责”的知识产权管理体制，实施全过程分类管理，加强关键环节把控，逐步构建完善适用于公司发展 的知识产权战略管理体系。

Abstract: Against the new situation of sustainable reform, technological innovation and high-quality development, China National Petroleum Corporation (CNPC) revised the “Rules for IPR Management”, “Management Method for Patents”, “Management Method for Technological Secrets” and “Management Method for Computer Software Authorship”. They were officially published at the end of 2018. The revisions were made in the principles of “problem-oriented, basing development on succession, effectively connected and observing the laws and rules.” The innovations were made in reform of the management systems and mechanisms to satisfy the demands for the new situation, new requirements and future development. The IPR management system was established and perfected for “concentration of properties, unified management, and assumption of responsibilities at various levels”. Full-process and classified management was implemented to tighten control over the key links, gradually constructing and perfecting the IPR strategic management system suitable for the company’s development.
