摘要:

油气开发重大专项是一项复杂且庞大的综合系统工程,针对组织实施过程中的难点,结合油气开发重大专项综合管理实践,认为建立健全各项管理制度是专项向规范化、程序化、制度化运行的根本保障,有利于明确各组织架构、各部门、各层级权限和职责分工,规范操作流程,做到责权一致,促进责任落实;建立专业分工、团队合作的管理模式是专项高效运行的关键,有利于加强跨单位、跨部门之间的统一协调,保障专项有序高效运行;构建资料、技术交流共享平台,加快专项内部信息交流,增进协同效应,是提高专项研究质量与管理效率的有效举措;强化过程精细化管理是严格质量控制和进度控制的重要手段,需要持续完善管理制度,优化管理流程,管控关键时间节点,强化日常运行过程中的精细化管理,并加强联合单位管理,全程跟踪审查。

Abstract: The major oil and gas project is a complex and large-scale integrated systematic project. Combining with the management practice of oil and gas development major projects, this paper focuses on some issues related to organization and execution of such projects. Establishment and perfection of various management systems are the fundamental preconditions to operate these projects on the basis of standardization, procedures and regulations, thus favorable to division of authorization and responsibilities for the various departments and at the various levels. A series of measures holds the key to high-efficiency operation of the projects, such as standardization of operational process, the uniformity of rights with responsibilities, the mechanism for performing duties, division of professional work, and the managerial pattern for teamwork. These effective measures enhanced coordination among the different units and different departments, overcame such shortcomings as inefficient conveyance of information, sluggish decision-making action and low-efficiency operation, kept the projects in order and high-efficiency operation, established sharing platforms for data and technology, accelerated exchange of internal information of the projects, promoted the synergy effects, and improved research quality and management efficiency for the projects. Enhancement of fine process management is an important method for strict quality control and progress control. It calls for continuous perfection of management system, optimization of management process, control over key time nodes, reinforcement of fine management in daily operational process, and enhancement of joint management for full-process follow-up and examination.
