完全项目制与管理工具在超前研究中的应用

中国石油集团钻井工程技术研究院于2015 年将超前研究“无钻机钻探技术”作为试点项目,探索了完全项目制管理模式。实施中针对超前研究面临的任务分配受多因素影响、投入成本和研发质量难控制、技术攻关进度把握不准等问题,钻井院通过完善完全项目制管理组织架构、明确岗位职责与管理细则、行政授权确立项目经理负责制、签订绩效考核责任书、强化以人为本的考核与激励制度等措施,减少了管理层级,调动了项目组的积极性,使资源配置和利用趋于最大化。项目管理中还引入了责任矩阵、技术成熟度评估、失效模式及影响分析3 种操作性较强的先进管理工具,强化了项目制方法体系,提升了科技管理水平和效能。

Abstract: CNPC Drilling Research Institute started a pilot research project of “Rigless Drilling and Exploration Technology” to experiment a management model of full project system. The pilot research is focused on a series of issue, such as the factors influencing the study area, difficulties to control over investment cost and R&D quality, and uncertainties of technological research progress. Therefore, CNPC Drilling Research Institute adopted a number of measures – perfecting the organizational structure of project system management, defining the responsibilities of work positions and management details, establishing the administratively-authorized manager responsibility system, signing the performance-verifying letter and enhancing the people-oriented examination and stimulation mechanisms. Those measures reduce the managerial levels, promote the initiative of projects and maximize allocation and utilization of resources. Project management also introduces three applicable advanced management tools, such as responsibility matrix, technology readiness level (TRL) assessments and Failure Mode and Effects Analysis (FMEA), improving the methods for project system and raising technological management level and efficiency.
