摘要: 中国石油集团石油管工程技术研究院在科技管理工作中通过整合科技资源、规范程序、明确制度、公开招标等过程推行了项目制管理。在实施过程中采用顶层设计、运作管理、科学考评等手段使科技工作不断取得进展。实施效果说明,科技管理以项目为中心,有序运作、定向激励,有助于推动项目不断取得创新性成果,增强自主创新能力。

Abstract: CNPC Tubular Goods Research Institute has carried out project management by consolidating technological resources, normalizing procedures, clarifying systems, and bidding publicly. During the process, the Research Institute has made progress continuously by means of top-level design, operation management, and scientific evaluation, etc. Results show that science and project-oriented management could help the Research Institute obtain innovative achievements increasingly and enhance its capability in independent innovation.
