    Sustainable and Effective Development of Petroleum Enterprises in New Period

    Great changes have taken place in the situation both at home and abroad since the 21st century. It is necessary to understand the importance of how to keep a sustainable and effective petroleum industrial development which is related to national security. This paper make an in-depth analysis of opportunities and challenges in development of petroleum enterprises from such angles as changes in global oil supply and demand situation in the new period, slump and fluctuation of international oil prices, China’s national economic adjustment, and conversion of energy industry. It also come up with a series of constructive suggestions: making tenacious efforts for oil and gas exploration, depending on technological progress and managerial creation to offset impact of low oil prices, bringing about cost-effective development, taking opportunities for acceleration of overseas business development, meeting market changes to accelerate downstream industrial structural adjustment, and continuing to strengthen reform for benefits acquired from creative systems and mechanisms.

    Adhering to the creation-driven development strategy, China National Petroleum Corporation (CNPC) has continually perfected the “one-whole-and-two-level” technological creation system since the 11th Five-Year Plan Period. Although independent creation capacity is improved steadily, the in-depth issues restraining development of technological creation remain imminent at the present time. Based on the new measures of Beijing Municipal Government for promotion of technological restructuring, this paper analyzes the technological creation management patterns of international oil majors and the new situation facing CNPC’s oil technological creation. Then, it comes up with a series of suggestions on reform of technological system, such as new concentrated and unified technological management system, differential management of technological institutions, conversion and popularization of technological results, implementation of the project head responsibility system, and unification of technological management system and research development platform.

    China’s oilfield companies are seeking a more optimized and efficient business management pattern to meet the country’s higher and higher risks and cost of oil and gas exploration and development. Geological Exploration and Development Research Institute of CNPC Chuanqing Drilling Engineering Co Ltd is endowed with two functions – technological research and production. Facing the new situation of market economy, the institute is actively testing a new pattern of engineering technological service with the “technological research and production” integration and initially develops three business management patterns for different development areas and different production scales, namely single-well technological service pattern, technological research service pattern for blocks, and integrated geological engineering service pattern. Those patterns are used in projects both at home and abroad, such as in Turkmenistan, Kazakhstan and Tarim, and effectively help the engineering service company bring oil and gas projects under high-efficiency development, expanding development space and showing a promising prospect for sustainable business development on the basis of large scale, integration and high economic performance.
    Construction and Implementation of Management Pattern for Technological Creation at Grassroots Level of Oilfields

    Enterprise is the main body for technological creation. However, implementation of technological creation at the grassroots level of oilfields, such in oil production plants, is an area that calls for attention from personnel of technological management at the grassroots units. Gudong Oil Production of Sinopec Shengli Oilfield Company promotes technological creation, integrates the resources for technological creation and implements new-type management pattern for technological creation, namely focusing on the key links in technological management, such as launch of projects, invitation for bids, examination, funding, acceptance and prize appraisal to optimize the whole process of technological projects. Technological research is divided into three levels – applied basic theoretical research, key technological research and popular technological creation at the grassroots level – constructing a full technological framework. The oil production plant also spares no efforts to promote conversion of technological research results into production power and makes remarkable achievement in this area, significantly improving the contribution rate of technological creation in keeping the oil production stable. Incremental oil production of the oil production plant by means of technological creation has been kept more than 15×104t/a for five consecutive years, bringing the old oilfield under healthy development and laying a solid foundation for sustainable development.
    Analysis and Evaluation of Overseas Engineering Technological Service Market Competitiveness

    China’s oil engineering technological service sector has taken part in international market competition in recent years, exerting a certain influence on this area. This paper overviews the competitive advantages of the overseas leaders in engineering technological service area and analyzes the profit-making capacity, development potential, business operation and integration capacity of five overseas engineering technological service companies under China National Petroleum Corporation. It also establishes the model for assessment of overseas engineering technological service market competitiveness, which combines comprehensive evaluation with analysis at various levels and uses the financial and value data from the overseas market in the recent three years to appraise the performance targets of overseas competitiveness of those five technological service companies. In addition, the article analyzes the trend for competition of overseas engineering technological service companies and explores the main paths for improvement of overseas competitiveness.

    Importance of patent becomes higher and higher in technological creation area thanks to its timeliness, integrity and openness. However, a large quantity of patent data found by means of catalog can offer a variety of references for researchers. Therefore, effective and reasonable valuation of patent data becomes the focus of research. Based on RFID downhole measurement and control technology, this paper establishes the patent valuation system with the characteristics of petroleum engineering technological area. This system is used to screen out 73 items of important patent interpretation and analysis in this area. This article summarizes the key part of the technological development and identifies integrated data transmission and control functions as the orientation for future development.

    Technological progress has become the first power to propel economic development in the 21st Century. Technological creativeness holds the key to improvement of petroleum industrial competitiveness and realization of sustainable development. Technological intermediary service agency, as part of the national technological creation service system, plays an important role in improvement of petroleum industrial technological creativeness, reduction of technological creative cost and standardization of petroleum industrial technological creative behavior. This paper studies the present conditions for development of petroleum industrial technological intermediary service agencies both at home and abroad. It points out that there is a certain gap between China and foreign countries in this area. However, promoted by the big-three oil companies, the intermediary service agencies have continually expanded their business areas with the service level improved. To accelerate development of China’s petroleum industrial technology intermediary service, the efforts should be focused on three areas – formulating the related policies and laws to operate on the basis of market and standardization, attracting professional talents while improving the quality of staff members, and creating service pattern in the form of alliance for a higher service level

    Management of oil and gas pipeline engineering projects in China has experienced the transition to contracting pattern of engineering construction from traditional construction pattern and managerial construction pattern. Scientific management of oil and gas pipeline engineering projects is a necessary step to keep the engineering project under way. Take Dushanzi-Urumqi crude pipeline for instance. This paper elaborates how to operate the projects in such areas as management of resources, management of plans, management of construction, management of commissioning, and HSE management. The efforts should be focused on careful organization, reasonable deployment, standardized management, and enhancement of cooperation, operating the projects in high efficiency.

    Coring service is facing the challenge for high quality, large size and large quantity owing to oil and gas exploration and development of deeper and more complicated reservoirs. Conventional coring tools are more and more difficult to meet the demand. Currently, coring technology is mainly focused on coring while drilling, sidewall coring and sponge liner coring etc. Different technologies have their own advantages and disadvantages. This paper elaborates the current conditions of domestic coring technology, such as conventional coring, coring while drilling, pressure-preservation coring and sidewall coring, and the main achievements foreign countries have made in coring technology in recent years. Based on the related technological indexes and application results, it summarizes the development in this area both at home and abroad. So long as the present conditions of China’s coring technology, the domestic research on coring equipment should be focused on rigidness of materials, methods for device seal, bearing capacity of temperature and pressure sensors and demand for core analysis. It is necessary to develop high-end tools and key technology to promote China’s coring technological development.

    Integrated drilling engineering design system is a set of drilling system software for engineering design of various well types, such as straight wells, directional wells and horizontal wells. This system is based on the drilling engineering software platform and unified database. It also adopts the drilling design format of PetroChina Exploration and Production Company, meets the latest requirements on drilling design format stipulated by CNPC’s various oilfields, optimizes drilling design process and software design interface, and improves application efficiency of drilling design data. It has a series of functions, such as well trajectory design and anti-collision scanning, editing and drawing of well structure, casing string design and casing trip-in analysis, design of drilling bits and parameters, drilling string design and drag torque analysis, and design and calculation of drilling fluid and completion fluid. The software can automatically provide the drilling engineering report according to the customized format. Field application indicates that the software is at the same level with its foreign counterparts in terms of functional module and calculation accuracy of software, able to meet the demand for drilling engineering design and analysis. Integrated drilling engineering design system improves China’s independent creativeness and original technological development capacity of drilling engineering design and process software, enhances CNPC’s drilling engineering competitiveness and contributes to the country’s development of drilling technological informatization, automation and intelligence.
    Perfection of Company’s Incentive Mechanism

    The technological incentive system based on technological prizes has played an important role in promotion of technological creation and progress. It is of great importance to establish and perfect the system of incentive policies and standardize the implementation mechanism so as to stimulate the initiative and creativeness of the working staff. Based on the fundamental knowledge concerning technological prizes and incentive policies, this paper analyzes the current technological incentive mechanism which includes incentive pay and awards for technological achievements. It puts forward a constructive incentive and awarding policy mechanism so as to fully implement incentive and awarding policies and promote the company’s sustainable and high-efficiency development. It also comes up with some other suggestions, such as the performance-guided principle for fair competition, implementation of the standard incentive policies for technological professionals and a series of treatments for them.
    US Residual Oil Zone Hopeful to Become New Field for Incremental Reserve and Production

    The United States has made significant progress in development of residual oil zone following the successes in development of shale gas and tight oil. Based on the assessment made by Melzer Consulting Firm, development of US residual oil zone is expected to increase recoverable oil reserve by 30-50 percent. It is the next strategic replacement zone for substantial increase of reserve and production. This paper makes briefings about definition and sourcing of residual oil zone as well as the characteristics and potential of reservoirs. It also evaluates the present conditions and development potential of US residual oil zone and discusses exploration and development technology and its future development orientation. Exploration and development of residual oil zone has shown a great potential of resources and a promising prospect for development though it is just in its preliminary stage. The main CO2-EOR technology is advantageous both in increase of oil production and protection of the environment. It not only opens up a new way for old oilfields to increase their oil production but also provides a new target area for CO2 burial and storage.
    Comparison and Revelation of Technological Management System between ExxonMobil and Chevron

    Technological management is an important integral part of an oil company’s competitiveness and business development. Currently, the technological management systems of oil companies can be divided into three main types – independent management at various levels, concentrated management at headquarters and mixture. The former two types reflect technological management system of independent network and linear management system. ExxonMobil and Chevron typically represent the management systems of these two kinds respectively. The study indicates that these two technological management systems have their own advantages and disadvantages. The companies can select the appropriate technological management system according to their own actual conditions so as to ensure their technological development and provide stable support for business development. China’s oil companies should create their own systems according to the Chinese conditions while learning from the technological management systems of foreign oil companies.
