    Suggestions on Sustainable Development of CNPC’s Engineering Technological Service Business

    China National Petroleum Corporation (CNPC) has actively opened up the engineering technological service market both at home and abroad since it restructured its specialized companies in 2007. With implementation of the creation-driving strategy, CNPC has significantly improved its market competitiveness, providing powerful support for oil and gas exploration and development. The profit of domestic business rose to 960 million yuan in 2013 from a loss of 1.9 billion yuan in 2008. The overseas profit has been kept at about 1.9 billion yuan since 2008. However, there are some issues existing in the business development process, such as inadequate business turnover, weak profit-making capacity, unreasonable assets structure, shortage of high-end technology and equipment, slow development of key technology, imbalance of internal market price, and inadequate capacity for expansion of international market. Those problems resulted from imperfect design at top level, unclear strategic positioning, and outdated human resources management pattern in the specialized restructuring process. Therefore, it is suggested that CNPC should clarify its positioning and target for its engineering technological service business development, establish and perfect the internal price system based on quota and market price, provide the fair, just and open platform for talents development, tighten control over market admission qualification, perfect regional market coordination mechanism, step up research and development of key technology and high-end technology with creation of technological management, and invigorate development of engineering technological service business.

    China National Petroleum Corporation (CNPC) attaches great importance to conversion and application of
    technological achievements. The company has taken a series of measures to promote application of new technologies since
    the 10th Five-Year Plan, such as formulating stimulation policies, strengthening management of technological system,
    improving examination of business performance, and consolidating basic work for technological achievements. Remarkable
    results have been achieved in promoting application of the company’s key dedicated technologies including EILog logging
    device, process technology for China IV gasoline upgrading, and service technology and equipment of coil tubing. However,
    conversion of technological achievements still faces some bottlenecks because of some problems existing in the company’s
    current management system. This paper points out the objective conditions for conversion of technological achievements
    as well as the policy environment for encouragement of new technological application. It also comes up with a number of
    suggestions on conversion and application of technological achievements, such as launch of new technology-promoting joint
    work conference mechanism, establishment of scientific appraisal mechanism for technological achievements, putting aside
    special fund for conversion and application, and perfection of policy system.
    Construction and Performance of Creation Platform for Polyethylene Pilot Technology

    To solve the bottlenecks in the basic research of polyethylene technology, China National Petroleum Corporation has constructed creation platform for polyethylene pilot technology. The key facility is 50kg/h gas phase full density polyethylene pilot plant, which can be used to produce polyethylene products in a full range of density by means of titanium, chromium and metallocene and other catalysts. The catalyst feeding system is creatively designed for the plant that adopts eight items of dedicated technology including a catalyst powder trace precise feeding technology. A technological committee was established in operation and management of this creation platform to test the “process and safety integration” management pattern and long-term cooperative and exchange mechanism. As an important integral part of CNPC’s oil refining technological creation system, the platform accelerated development process of the key projects and conversion of independent research results and played an active role in improvement of polyethylene production technology. Up to now, a total of 11 research projects have been brought under study, providing support for seven projects in their industrial application. Appraisal of eight catalysts in four categories of Z-N, metallocene, chromium and titanium-chromium composites was completed at the same time. A total of 15 new products have been developed, such as special material for auto fuel tank, creating more than 50 million yuan of economic results.

    To bring about high quality and high performance of patent technology development, great importance has been attached to study of patent valuation both at home and abroad. PetroChina Petrochemical Research Institute established a valuation system for oil refining and chemical patents on the basis of relative work procedures and evaluation indexes. This paper briefs about the key indicator content and standards as well as the concrete evaluation process. The process is tested to confirm the patents of synthetic rubber and polyolefin sectors in gradation and classification of oil refining and chemical patents and verified as effective and workable. Establishment and application of patent valuation system helps improve the company’s creativeness, brings about changes in patent management from quantity to quality, and promote effective development and industrialization of patent technology.
    Performance Evaluation and Adjustment of Oilfield’s Strategic Development Targets

    The important work for management of corporate strategy is to make timely strategic assessment and adjustment in line with changes in the company’s external environment and internal structure. Based on the related evaluation theories and combined with actual management of the company’s strategy, the strategy-assessing system of PetroChina Huabei Oilfield Company adopts the quantitative and qualitative pattern to make comprehensive assessment of the company’s strategy in three areas – environmental analysis, evaluation of target-realizing extents and evaluation of business development. This system selects four factors of general amount, structure, performance and efficiency as the targets for the level of standards and then determines the weight of each concrete index, establishing the assessment standards for calculation of realization extents of the annual strategy. Practices indicate that evaluation of strategy plays an active role in promoting the company’s sustainable development and helps adjust its development strategy.

    The patent applications of Jiangsu Oilfield are on the rise year by year with more efforts focusing on patent management. This article briefs about the present conditions of patent development and management at Jiangsu Oilfield. Despite a large quantity of patents, there are some problems at the present time, such as low quality, low conversion rate of patent, imperfect incentive mechanism, inadequate enthusiasm of technological researchers, and inaccuracy of main points in patentapplication materials. This article puts forward some relative suggestions on promotion of patent knowledge, improvement of technological professionals’ awareness of patents,and perfection of management process and methods. It is necessary to step up development of patent technology and application of patented technology, improve the incentive mechanism to stimulate enthusiasm of technological researchers for invention and creation, increase technological content of patents, and improve the quality of patent-management personnel.

    Digital oilfield has been under construction and development for 15 years in China, with a complete system shaped from theory to practice and from technology to pattern. This paper makes full introduction and basic evaluation of China’s present conditions for digital oilfields and typical examples. It points out that digital oilfield is the latest conception and technology of oilfields in the 21st century. It also analyzes the issues in current development of digital oilfield, such as data construction and digitalized management, and predicts that China’s digital oilfields will see a data-driven and data service future to bring about a context scenario era.

    Since the start of the 12th Five-year Plan Period, information technology of Sinopec oilfields has experienced rapid development in such areas as informatization of exploration and development business, application of digital management, automation of oil and gas production, visualization, and decision-making optimization, helping oilfield production develop towards intelligent management from digitalization. Focusing on development of oilfield informatization, this paper briefs about the development process and target of Shengli Oilfield in this area and the research results achieved in key technology for the Internet of Things, cloud computing, big data, dynamic simulation, management and application of knowledge, intelligence in production and decision-making actions, and mobile internet. Those research results of key technology fuel the company’s business development and creation and lead to remarkable economic performance.

    Progress in information technology, such as IOT, cloud computing and large data, plays a great role in construction of digital oilfield. Inclusion of exploration and development data into assets management becomes an important production element of oil and gas enterprises while application of large data is an important way for search of oil and gas resources, optimization of production and improvement of decision-making efficiency. The surface optimized and simplified work is represented by “Gangxi Pattern.”Namely, construction of surface engineering standardization is integrated into oil and gas production IOT system represented by digitalization of oil and water wells, digitalization of pipelines and digitalization of stations and storage depots. Those measures fully improve surface engineering construction of old oilfields, exerting enormous effects on conversion of production mode, optimization of labor organization, improvement of productivity and reduction of safety risks. With cloud computing conception adopted and harmonious research cloud of exploration and development established, application service with integration of hardware, software, project data and management of achievement is provided for researchers to help their research work of seismic interpretation, geological modeling and numerical simulation. The efforts are made for construction of digital oilfields focusing on optimization of cloud computing pattern, popularization of IOT technology and study of large data analyzing technology. Those measures are aimed at promoting development of intelligent oilfields and improving creativeness of integrated exploration and development, on-the-site intelligent controlling capacity of oil and gas production and production business analyzing and decision-making capacity, laying a solid foundation for the company’s sustainable development.
    Prospect for Application of Cloud Drilling in Petroleum Engineering

    To share technological resources and improve efficiency of technological development and production operation as well as adopt new information technology, such as cloud computing, IOT and big data, a new model for drilling service based on network technology – cloud drilling – is established in the light of oil drilling engineering complexities. This paper introduces the definition of cloud drilling and its differentiation from the existing drilling model. Cloud drilling system is composed of cloud-providing terminal, cloud requester and cloud drilling platform. The configuration of the system includes physical resources zone, service zone and application zone. The services model is divided into infrastructure service, cloud platform service and cloud software service. The service platform is managed in three patterns – public cloud, private cloud and mixed cloud – and characterized with IOT, virtualization, service standardization, coordination and intelligence. The paper also comes up with suggestions on study and development of oil engineering technology for cloud drilling, manufacture of equipment, and adoption of intelligent solutions.

    Offshore oil and gas exploration and development are extending into deepwater areas. The downhole complicated troubles in deepwater drilling service, such as kicks, leakages, sticking and collapse, become major bottlenecks for deepwater oil and gas exploration and development. Therefore, offshore managed pressure drilling (MPD) technology is extensively adopted abroad to solve such problems as drilling in narrow density window, operation on oceanic surface, gas kick in drilling risers, prevention of drilling accidents, protection of reservoirs, and reduction of operational time and service cost. This paper introduces the characteristics and application of four main technologies, such as constant pressure and managed pressure drilling technology, slurry cap drilling technology, dual-gradient drilling technology and HSE pressure-controlled drilling technology. It also analyzes the current problems existing in domestic development of offshore MPD technology and points out the future research efforts should be focused on applicability, equipment and process of offshore MPD technology.
    Clarification and Analysis of Petroleum Resources-Reserves-Production Term Series

    Petroleum resources, reserves and petroleum are the most basic parameters in the upstream sector of petroleum industry, forming a series of complicated terminologies. However, some misunderstanding and errors exist in application of this series of terminologies in real production practice. It is necessary to make clarification of those terminologies. This paper points out the differences in conceptions under the difference circumstances both inside and outside China. It helps readers how to understand and use those terminologies under the market economy to better reflect the real conditions. The paper also discusses a series of other issues, such as poor quality of newly-added reserves in China, putting a large quantity of undeveloped reserves into production, unified measurement of natural gas fuels, and commercialization rate of oil and gas production.
    Impact of Low Oil Price on Tight Oil Development

    Economically-effective development of non-conventional oil and gas has led to significant changes in global oil and gas supply since the start of the 21st century. Particularly, tight oil production has risen rapidly in North America.
    However, recent low oil price has caused concerns over cost-bearing capacity and development of tight oil. The study indicates that tight oil production in the United States will not substantially drop in a short term in despite influence of low oil price. Producers have taken relative measures to control and lower production cost while increasing the output to maintain the profit. The concrete measures include reduction of investment and in-service rigs, optimization of assets
    portfolio, concentration of investment and rigs on the “key areas,” improvement of capital operation efficiency on the basis
    of technological progress, and use of partial rigs for production of shale gas instead of tight oil. Based on those efforts to
    meet the challenges, domestic oil companies are proposed to strengthen technological creation andcooperate with their foreign counterparts for tight oil exploration and development.
