    Strengthen Seismic Technological Application; Improve Exploration and Development Efficiency

    As a dominant technology for oil and gas exploration and development, geophysical technology plays an important part in oil and gas exploration and development. With oil and gas exploration continually unfolding, the areas of oil and gas abundance have been basically covered with 2D and 3D seismic survey lines. However, the 3D coverage rate of the royalty blocks remains low. The 3D coverage rate is less than 22 percent for the eight main onshore basins. With the seismic processing and interpretation technological development, the acquisition data acquired in the past are unable to meet the need for pre-stack depth domain processing and pre-stack reservoir prediction owing to the limitations of technology and equipment. It is necessary to strengthen the strategic seismic study of the replaceable and potential areas under the background of focusing exploration efforts on low-permeability, deep-layer, offshore and non-conventional areas. The healthy development of oil and gas exploration and development calls for more efforts for seismic coverage study and application of seismic technology in the initial stage. Based on the analysis of the current issues existing in application of seismic technology, this paper comes up with the suggestions to strengthen seismic coverage study, increase the investment for initial strategic study and beef up processing of the targets in old data.
    Field Test of Managed Pressure Drilling Technology and Equipment

    Precise managed pressure drilling (MPD) technology is a key technology to ensure the safe drilling in narrow safety density window formations and pressure-sensitive formations. The technology and equipment are mature abroad, but the service price is rather high. The prototype research was completed during the nation’s 11th Five-Year Plan Period, but the prototype was not brought under field test nor put into industrialized application. To push on its localization and industrialization, so as to solve similar drilling problems in strategic oil/gas fields in Tarim, Sichuan and Chongqing, China National Petroleum Corporation has set up a project for field test of precise MPD technology and equipment. Through top-design of “4511” targets, reasonable effective project organization, strengthened nodal control, and strict process monitoring, the complete set of MPD technology and equipment is configured, a stride from the engineering prototype to commercial application of MPD is realized, and a fast lane for the conversion of MPD innovation into production forces is built. This MPD technology and equipment has been widely used in Sichuan and Chongqing, Jidong, Tarim and overseas blocks to support the petroleum exploration and development, resulted in remarkable economic efficiencies. It has embodied CNPC innovation capacity, hoisted CNPC engineering technology to a new level and enhanced CNPC competitiveness at overseas markets.
    Gas Well Operations--- Advances in Field Tests

    Snubbing operation is a new bright spot of downhole operation technology newly developed in recent years. It’s an edge tool to raise single-well production. To accelerate the upgrading of gas-well snubbing technology and equipment in order to accommodate E & D demands and trend, China National Petroleum Corporation focused the breakthrough point on field tests of gas-well subbing technology and equipment. To ensure the tests scientific and safe, innovations were continually made, superior resources centralized, and integrated management adopted. Just upon the opportunity of shale gas development in Sichuan-Chongqing area, 60 snubbing jobs have been tried on gas wells, including pipe stripping, hot-tapping and milling. And another 13 snubbing jobs were test-proved in well workover operations. All those jobs have guaranteed the effective development of unconventional tight-gas or shale-gas resources. Remarkable results have been achieved. The annual production is increased by 14400×104m3, a direct economical benefit of 200 million RMB created, the snubbing technology & equipment upgraded, and the snubbing operation largely improved.

    The deep-well drilling, logging and testing technology and equipment project (Phase Two) is a sub-project of one of the country’s key technological projects – “Large-scale Oil and Gas Fields and Coal-bed Methane Development.” The managerial organs were launched and perfected in execution of the project with the efforts strengthened for evaluation of the proposal and control of the process. Design was made at the top level, aiming at making breakthroughs in key technology. The efforts are focused on indoor experiment and basic theoretical study, combination of research with production, and field experiment in the difficult zones. Based on the technological research in the past few years, a number of landmark results have been achieved, such as PCDS-Ⅰprecise pressure-controlled drilling system. Therefore, the high-end equipment and unique technologies have been created, improving China’s oil drilling technology.
    Pipelines Enterprises to Base Technological Creation on International Strategic Coopreation

    With economic globalization accelerated, the enterprises of oil and gas transmission pipelines face great pressures from market competition, technological upgrading as well as safety and environmental protection. To keep the enterprise in safe and stable operation and sustainable development of the leading technologies, PetroChina Pipelines Company (CPP) is focused on the core elements of technology, management and talents on the basis of independent research and development of key technologies. The company has also made joint efforts with foreign famous research institutions and enterprises for launching projects, paying mutual visits at high levels, combined training, technology and management benchmarking, taking advantage of technological development resources both inside and outside the sector for a variety of technological creation activities. The company has learnt from latest international pipelines technology and management patterns, actively involved itself in formulation and revision of international criteria, taken part in international academic (technological) association, launched China International Pipelines Conference, engaged itself in international exchange and cooperation for technological research and managerial improvement. The company provided support for integration, import and re-creation of foreign technology while focusing on settlement of key bottlenecks that restrict safe, high-efficiency and environmental-friendly operation of pipelines. As a result, the company has apparently improved its capability for technological creation and cultivated a number of pipeline technological experts with international visions, increasing its international influences.
    Method to Appraise Economic Performance of Technological Results from Oilfields

    Repetition and exaggeration often appear in current evaluation of economic performance of technological results from oilfields, leading to incredibility of the appraisal results. This article briefs about the characteristics and category of technological results from oilfields as well as the theoretical basis for evaluation of economic performance. It highlights the principles for evaluation of economic performance of technological results from oilfields and puts forth a model that directly calculates economic performance according to increase of key elements in the operational zone. The opinions of experts are used to calculate the contribution rate of various technological results. Based on this contribution rate, economic performance of technological results can be separated one by one.
    Latest Development of Marine Braodband Seismic Acquisition Technology

    Marine broadband seismic acquisition technology not only improves the pre-salt and pre-basalt geological imaging precision but also raises the imaging quality of difficult-to-identify reservoirs, such as thin layers, subtle traps and special lithologic bodies, thus effectively improving interpretation precision of seismic data and lowering the risks for exploration. The strong market demand has stimulated development of marine broadband seismic acquisition technology in recent years. A number of acquisition methods appeared abroad, such as slant streamers, over-under streamers, hydrophone-vertical geophone (dual sensor) streamers and multi-component towed streamers. However, the domestic research is still in its preliminary stage in this area. This paper is focused on the fundamental principles of the above-stated technologies, aiming to offer references for the related study at home.

    China National Petroleum Corporation released “Guiding Opinions on Pilot Full Technological Project Management” in the beginning of 2015, required to implement the full project management system for advanced research projects and basic research projects. This is an important reform measure for technological management linked to international practice. The guiding opinions are aimed at solving the serious problems, such as incomplete management and implementation of the original project system as well as restriction from the administrative system. The solutions are put forth in the guiding opinions, which are related to how to define the responsibility, right and benefit of a project manager, how to handle the relations between the administrative managerial system and the project management system and how to establish the organizational system and operational mechanism of the project management system. The stipulations are also related to enrollment of project managers, authorized use of fund, expenditure for personnel, examination of performance and work duties, and stimulation mechanisms. This paper not only elaborates the related methods and stipulations put forward in the guiding opinions but also comes up with the suggestions on the supporting reform policies for implementation of the project system, such as further perfecting the managerial organizational system and improving the work performance examining system and financial management.
    Management of Oil Refining and Chemical Technological Creation by International Oil Majors

    The activities of technological creation in the different links of the petroleum industrial chain have their own characteristics. As compared to exploration and production, technological creation in the oil refining and chemical sector is more emphasized to be market-oriented and meet the demand by terminal consumers. Oil refining and chemical technological permit and trade are more active while protection of patents and technological standardization are of greater importance. Management of oil refining and chemical technological creation by international oil major with an integration of upstream and downstream sectors has the following characteristics: making joint efforts for basic study, market-oriented to localized technological centers, emphasizing technological commercialization on the basis of market, and integrating upstream and downstream technological development. To promote management of technological creation for CNPC’s oil refining and chemical business, it is proposed to perfect the organizational system for research and development, push ahead with technological tangible process and market and deregulate technological creation.
    Analysis of IFPEN’s Model for Transformation of R&D Achievements

    IFPEN is one of the worlds’ most famous oil and gas research institutes. Its research direction is regarded by its peers as weather vane. The research institute is a reflection of France’s oil and gas research capacity. It has developed a set of god circulation mechanisms for transformation of its technological R&D achievements – initiating bilateral research programs with industrial partners, setting up research consortium to bring together several partners for maximization of resources and expertise, sponsoring or helping establishment of new companies, and launching training agencies to promote its achievements in connection with universities and research institutions in other countries. In addition to improvement of research capacity, the training platform has also laid potential foundation for extend its research results in other countries. As the world enters the post-petroleum era, IFPEN focuses on development of new research areas, such as carbon dioxide capture, new energy, bio-fuels and new-type engines.
    Effects of Science and Technology Policies and Public Research Projects in US Natural Gas Industry

    The science and technology policies of the US government and the public research projects in the country’s natural gas industry have laid a solid technological foundation for the natural gas industrial development, non-conventional natural gas in particular. The support measures include approval of the related laws and regulations from the Congress, fund for research and development, preferential taxation policies, launch of research fund, and the related public research projects managed and supported by the federal government and its departments. The formulators and executors of the US natural gas industrial science and technology policies perform their own duties with mutual cooperation among the governmental departments. Meanwhile, public research projects and corporate research projects become complementary. The public-private cooperative pattern for technological research ensures the stability of research investment and smooth conversion of research results. These policies and measure are of great significance to China in formulation of its natural gas industrial science and technology policies.
