Abstract: Technological progress has become the first power to propel economic development in the 21st Century. Technological creativeness holds the key to improvement of petroleum industrial competitiveness and realization of sustainable development. Technological intermediary service agency, as part of the national technological creation service system, plays an important role in improvement of petroleum industrial technological creativeness, reduction of technological creative cost and standardization of petroleum industrial technological creative behavior. This paper studies the present conditions for development of petroleum industrial technological intermediary service agencies both at home and abroad. It points out that there is a certain gap between China and foreign countries in this area. However, promoted by the big-three oil companies, the intermediary service agencies have continually expanded their business areas with the service level improved. To accelerate development of China’s petroleum industrial technology intermediary service, the efforts should be focused on three areas – formulating the related policies and laws to operate on the basis of market and standardization, attracting professional talents while improving the quality of staff members, and creating service pattern in the form of alliance for a higher service level

摘要： 在科技进步成为经济发展第一推动力的21世纪，科技创新能力和水平已是石油产业提高竞争力和实现可持续发展的关键要素。科技中介机构作为国家科技创新服务体系不可或缺的组成部分，在提高石油产业科技创新能力、降低石油产业科技创新成本、规范石油产业科技创新行为方面发挥了重要作用。研究国内外石油产业科技中介机构的发展现状，指出我国与国外相比虽还存在一定差距，但在三大石油公司的推动下得到了一定发展，业务范围不断拓展，服务水平逐步提高。欲提升我国石油产业科技中介机构的发展水平，需从3方面入手:制定相关政策法规，引导市场化和规范化运行；吸纳专业化人才，提升从业人员素质；创新服务方式，组建联盟，提高服务水平。
