Abstract: Technological innovation system is the effective basis for technological innovative activities. Based on technological innovation system developed by central State-owned enterprises, this paper summarizes the achievements made in six areas – technological decision-making and planning system, technological management system, scientific research organizational system, resources investing and platform supporting system, collaborative research system and stimulation and restriction system. It also points out the shortcomings existing in the elements of technological innovation system, such as strategy, organization and mechanism. The paper comes up with the suggestions on how to improve technological innovation system of central enterprises.

摘要： 技术创新体系是支撑技术创新活动有效开展的基础。为了客观把握央企技术创新体系发展实际，在开展 系统调查研究的基础上，归纳总结了央企在科技决策和规划体系、科技管理体系、科研组织体系、资源投入和平台支 撑体系、协同攻关体系及激励约束机制六方面建设取得的成绩，以及在战略、组织、机制等技术创新体系要素方面存 在的不足，并针对问题提出了完善央企技术创新体系建设的有关建议。
