Abstract: The role and application performance of scientific research instruments and equipment draw a great attention from the State and industry. The national and local governments, universities, and enterprises have formulated the relative management methods and rules for procurement, application and evaluation of scientific research instruments and equipment. Taking into account the evaluation and examination requirements on deregulation and sharing of the State key basic facilities and large-scale instruments for scientific research, this paper makes a statistical analysis of using scientific research instruments and equipment owned by CNPC at its key laboratories and experiment bases. It proposes that the typical scientific research instruments and equipment should be in line with the company’s characteristics and meet the demands for specialization, high value, high sophistication, characteristic testing and experimental functions. Focusing on 215 sets of typical scientific research instruments and equipment, this paper comes up with the relative evaluation methods and indexes and make trial evaluation on them. Based on the problems existing in management of the company’s typical scientific research instruments and equipment, it also makes some suggestions on purchase, application, sharing and operational expense of scientific research instruments and equipment, thus helping the company’s technological management department make decisions in the related areas.

摘要： 科研仪器设备的作用发挥和利用效率受到国家和业界高度重视，国家部委、地方政府、高校及企业都对科研仪器设备的购置、利用、评价制定了相应的管理办法和制度。参照国家重大科研基础设施和大型科研仪器开放共享评价考核要求，统计分析了中国石油的重点实验室和试验基地两类科研条件平台拥有的科研仪器设备利用情况，提出了标志性科研仪器设备应符合企业特点，满足专有、价值高、水平先进、特色试验和试验功能等方面需求；重点针对215台（套）标志性科研仪器设备提出了相应的评价方法和指标，并开展试评价；结合企业标志性科研仪器设备管理存在的问题，提出科研仪器设备在购置、使用、共享、运行费用支持等方面的建议，为公司科技管理部门提供决策参考。
