Innovation Practice from Efficient Exploration and Development of Blocks with Mining Rights Transferred within Petroleum Enterprises

石油企业内部矿权流转区块高效勘探开发创新实践

Abstract: PetroChina kicked off the internal transfer of mining rights at an attempt to implement the nation’s important strategy for restructuring the oil and gas system and meet the relative requirements of the minimum exploration investment policy concerning the State mining rights management. To increase the reserves and production and pilot the “oil company” management model for blocks with the mining rights transferred, the Bayanhetao Basin of Huabei Oilfield was selected to adopt the organizational configuration of flatness, the “1+N” employment method and the market-oriented incentive mechanism, establish the market operating mechanism for the blocks with mining rights transferred, unify the internal simulated markets, perfect the price-forming mechanism, promote adoption of the “technology + service” R&D mechanism and deregulate the sharing strategic cooperation model. Based on the efforts to promote exploration-development integration and marketing of production business and perfect the examination and evaluation mechanisms and the relative security measures, the business management model and operating mechanism were established for the blocks with transfer of mining rights, which were available for duplication and extension. The fruitful results were achieved in exploration and development of the Bayanhetao Basin, with the predicted reserves reaching 100 million tons in 2019. The budget indexes for oil producing operating cost per unit dropped more than 50 percent in 2020 as compared to the previous year, setting an example for PetroChina to carry out efficient exploration and development of the blocks with transfer of mining rights.

 

摘要: 为了深化国家油气体制改革的重要战略部署、执行国家矿权管理最低勘探投入等政策的相关要求,中国石油天然气股份有限公司组织实施矿权内部流转。华北油田巴彦河套盆地为了增储上产,在矿权流转区块探索“油公司”管理模式,采取扁平化的组织架构、“1+N”的用工方式、市场化的精益激励机制;建立矿权流转区块市场化运行机制,统筹内部模拟市场,完善价格形成机制,推行“技术+服务”研发机制、开放共享战略合作模式。通过推进勘探开发一体化、生产经营市场化,完善考核评价机制,配套保障措施,形成了可复制可推广的矿权流转区块经营管理模式和运行机制。巴彦河套盆地勘探开发成果丰硕,2019年落实亿吨级预测储量,2020年采油单位操作成本预算指标比上年下降50%以上,为中国石油矿权流转区块高效勘探开发打造了示范样本。
