Abstract: Technological plans have a series of benefits, such as guiding the technological development orientation, making reasonable use of various resources, selecting talents, enhancing collaboration for innovations and improving technological research efficiency. This paper elaborate on the main points in formulation of technological plans under the guidance of policies and development conceptions at all levels, aiming to help implement the “technology-driven” sustainable development strategy. The main points include establishment organizational structural and management methods, management according to the technological project, unified efforts for seamless connection between technological plans and conversion of results, and effective guidance of project launch. Based on scientific formulation of technological plans, some principles are put forward to optimize the organizational system of technological plans, support the technological research projects and improve scientific research and management capabilities

 

摘要: “科技引领,规划先行”,科技规划能起到引导科技发展方向、合理利用各类资源、立足人才优选、加 强创新协作、提高科研效率等作用。为深入贯彻落实“科技驱动”可持续发展战略,在各级政策和发展设想的指导下, 针对科技规划难编写、难落实的特点,对科技规划编制要点进行了阐述,具体包括:构建组织机构和管理办法,按照 科技项目进行管理,自上而下、上下结合、全局统筹,坚持科技规划与成果转化无缝链接,有效指导立项等。通过科 学制订科技规划,为持续优化科技规划组织体系、支撑与服务科技攻关、提升科研与管理能力提供一些思路。
