以PMO为核心的重大科技专项管理体系探索与实践

摘要/Abstract

摘要： 层级复杂的项目群管理一直是项目管理难点。为解决科技项目攻关成效不高、科研基础不扎实、技术人员积极性不高等难题，中石油煤层气有限责任公司提出“五主”科技创新理念，建立了以项目管理办公室（PMO）为核心的重大科技专项管理体系。从各创新管理要素入手，贯通国家、集团公司和公司的科技管理政策与相关要求，明确PMO 职责及其日常管理程序和管理制度体系。通过制定项目实施路线图、设置过程评分标准、建立智能化科技管理平台、加强预算管理、构建知识产权综合管理体系等系列举措，实现项目过程的动态智能管理。重大科技专项管理体系驱动科技创新，公司牵头承担的各级项目取得了一批核心技术成果，企业规模和效益显著提升，建成煤层气开发利用国家工程研究中心创新平台，引领非常规天然气产业高质量发展。

Abstract: To bring a group of projects at complicated levels has been a bottleneck for project management. To solve the problems like research inefficiency of the science and technology projects, unsatisfactory scientific research basis and undesirable motivation of technological personnel, PetroChina Coalbed Methane Company Limited put forward five scientific and technological creation conceptions and established the management system for major science and technology projects that is centered on the project management office (PMO). Based on all of the creation management elements, the company has thoroughly carried out the scientific and technological management policies and related requirements released by the State, CNPC and itself and clarified the PMO’s duties and responsibilities, daily management procedures and structure of management system. It brought about dynamic and smart management of the project process by means of a series of measures, such as formulating the roadmap for project execution, establishing the standards for evaluation of the process, setting up the smart scientific and technological management platform, strengthening budget management and constructing the comprehensive IPR management system. The management system for major science and technology projects has fueled the company's scientific and technological creation with a number of key technological results achieved in various projects organized by the company. As a result, the company has remarkably raised its scale and performance and constructed the nation’s central creation platform for engineering research on CBM development and utilization, thus becoming a leader in the area of high-quality unconventional natural gas development.
