摘要: 结合中国石化10多年来油气勘探开发重大科技攻关组织实施运行情况,分析国家科技重大专项的项目全生命周期管理特点,总结了专项组织管理、制度管理、关键节点过程管理、预算与财务经费管理、绩效考核管理、成果管理等方面的创新实践。国家油气重大专项管理措施包括:落实专项专业管理机构和管理队伍;制定完善专项管理制度,高效落实贯彻;加强关键节点、关键任务管理,专项管理与服务一体化协同;实行三级质量监控体系,推行动态定期报送制度;加强科研与计划、财务、审计、合同“四融合”管理;激励费支出实施“四有”举措,有效发挥激励作用;推动产学研用深度融合,促进成果转化与应用。中国石化形成了一批重大标志性科技成果,探索总结出一套适合重大攻坚、大兵团作战的专项管理行动方案和创新经验。

Abstract: Based on the important oil and gas exploration and development technological research projects organized and carried out by Sinopec in the past more than decade, this paper analyzes the full-cycle management characteristics of national science and technology major projects. It also summarizes innovation and practice in the seven areas -- organization and management of the special projects, management of the system, process management of the key nodes, management of budget and finance, management of performance and examination, etc. The measures of national oil and gas major project management include putting the special management organs and managerial personnel in place, formulating the perfect specialized management system, carrying out and implementing with high efficiency, highlighting the key nodes, bringing the key tasks under management, coordinating integration of special projects management with service, carrying out the quality control system at three levels, implementing the dynamic and periodic submission system, stepping up integration management of technological research with the plans, finance, audit and contracts, paying the incentive fund on the basis of “methods, examinations, standards and differences” to bring the incentive role into full play, promoting in-depth integration of production, university and research, and realizing conversion and application of achievements. Sinopec has made a number of important benchmark technological achievements and found a set of action plans and innovative experience for management of the important and large-scale special projects.
