摘要： “大型油气田及煤层气开发”国家科技重大专项作为16个重大专项之一，对于实施我国“深化东部、发展西部、加快海上、拓展海外”油气战略具有重要意义。油气重大专项管理秘书处作为油气专项直属技术支持机构，针对专项目标定位层次高、实施管理幅度大、技术体系跨度大、成果转化效率低、资金投入规模大等特点，创新构建了“主体+外围”的技术支持体系构架及“条+块”结合的运行机制。探索形成了国家科技重大专项技术支持5方面主要经验：（1）立足大型骨干企业创新主体地位，探索“新型举国创新体制”；（2）加快重大成果形成与转化，做好“项目与示范工程有机结合”；（3）保障专项成果高质量、高水平及落地孵化，做好“产学研用”深度融合；（4）面向国家重大需求与战略目标，做好“专项顶层设计和重大标志性成果实现”；（5）“国家财政投入引领、企业投入为主体”双驱动，做到专项科研资金科学高效使用。这套适合油气开发专项特点的技术支持体系和管理办法，为确保专项顺利组织实施和总体战略目标按期完成发挥了重要作用。

Abstract: The national science and technology major project of “Development of Large-scale Oil and Gas Fields and CBM” is one of the country’s 16 major projects. It is of vital importance to China’s oil and gas strategy of “concentrating more efforts on East China, promoting development in West China and accelerating offshore and overseas business”. The secretariate division for management of the major oil and gas project is the direct unit technologically supporting the specialized oil and gas projects. Focusing on the characteristics of the specialized projects, such as high-level positioning, difficult management in the execution process, wide technological scope, and low efficiency in transformation of the achievements, the secretariate division innovatively constructed the configuration of the “backbone + surrounding” technological support system and the “bar + block” combined operational mechanism. It also accumulated some helpful experiences in five areas for technological support of the national science and technology major projects. (1) The efforts were tried to establish the “new-type national system innovation system” and focus on the main position of the large-scale backbone enterprises for innovation. (2) Completion and transformation of the major achievements should be accelerated to bring about “organic combination of the projects with demonstrative engineering”. (3) It is necessary to ensure high quality, high level and incubation of achievements from the specialized projects and bring about an in-depth integration of industry, universities, research and application. (4) The projects should satisfy the country’s key demands and strategic objectives with the top-level design for the specialized projects and acquirement of the important benchmark results. (5) The project are led by the national financial investment and concentrated on the fund invested by the enterprises with the research fund used effectively and scientifically. This series of technological support and management methods, suitable for the characteristics of the major oil and gas projects, played an important role for organization and execution of the specialized projects and fulfillment of the general strategic objectives as scheduled.
