企业科技成果转化为技术标准模式研究

摘要： 技术标准是科技成果有形化的重要载体，科技创新成果是产生标准的源泉。文章研究归纳了技术标准形成的3 种模式，即：针对性开展标准前期研究，做好顶层设计，对技术标准研制把握需求、明确任务、加强引导；在科技计划和专项项目实施中，支持研究课题的创新成果和专利技术向标准转化，建立标准化与科技有形化的协同机制，技术标准从科技项目中产生并同步推进；借助标准化原理与方法，将生产技术经验升华为标准。并提出今后应加强科研政策倾斜与标准化创新人才培养、强化总体规划设计和组织实施、构建产业联盟合作创新研发、拓宽转化渠道等方面的建议。

Abstract: Technical standards are important carriers for tangible transformation of technological achievements. This paper studies and summarizes three models for transformation of technological achievements into technical standards. The preliminary study of standards is purposely made on the basis of top-level design. Study and formulation of the technical standards are focused on demands, tasks and guidance. The innovative results and patented technologies of the research projects are backed to be transformed into standards at the time of implementing the technological plans and special projects, while the synergy mechanism is established for standardization and technological tangibleness. The technical standards come from technological projects. They are improved in steps with the projects. The experiences of production technology are turned into the standards on the basis of standardization principles and methods. The paper also proposes to cultivate innovation-making talents by means of preferential policies, focus on the general plan and design as well as execution of projects, establish the industrial alliance for cooperative innovation research and development, and expand the transformation channels.
