Abstract: A series of issues has existed in payment of expert consultation fee for technological projects in the past years, such as non-standard definition of expert, random expansion of payment scope, payment standard below national economic and social development level, and lack of standardized and unified payment method. To standardize and strengthen management of expert consultation fee payment for science and technology projects at the national level, the Ministry of Finance issued “Managerial Method for Expert Consultation Fee of Scientific Research Projects Funded by Central Government” in 2017. The explanations are made of the related articles and clauses specified in the method, such as selection and management of experts, forms of advisory activities and applicable standards, and the methods for payment of consultation fee. It also defines and explains some details that can be easily mistaken in actual implementation, and comes up with the relative principles for implementation, such as strict implementation of the prepositional examination and approval procedures.
