油田公司基层科研创新能力建设管理实践与思考

摘要: 目前,油田公司基层科研机构创新能力建设在人员结构、创新文化、设施配备、成果转化等 方面面临困扰和挑战。南海西部石油研究院钻采工艺研究所在科研创新能力建设中采取了5 方面措施:一 是实施共同愿景管理,明确发展目标,倡导“三头六必”工作作风,培育开放包容的创新文化;二是探索 多维度人才培养机制,因材施教、建立双向培养平台,在解决生产实际问题中锻炼培养人才;三是完善基 层科研激励机制,运用竞争机制选拔人才;四是加强科研实验平台建设,探索系统内实验室资源共享利用 模式;五是创新服务载体,贴近员工提供日常工作和生活服务,让员工全身心投入科研工作。以上管理措 施有效地激发了基层科研人员的创新活力,提升了油田公司的科研创新能力。

Abstract: Currently, development of primary research and innovation capacity of oilfield companies faces some difficulties and challenges in personnel structure, innovative culture, distribution of facilities, and transformation of achievements. Drilling and Production Branch of Western South China Sea Oil Research Institute has taken a series of measure for development of research and innovation capacity in five areas. First of all, common vision management is implemented to clarify the development target and foster the innovative culture of openness and tolerance. Secondly, the efforts are focused on establishment of the mechanism for cultivation of multi-dimension talents and a two-way cultivation platform so that talents will be produced and improved in settlement of production issues. Thirdly, the research incentive mechanism is perfected at the grassroots level in the efforts to select talents by means of the competition mechanism. Fourthly, the efforts are strengthened to construct the research experiment platform and study the pattern for sharing and making use of laboratories within the system. Fifthly, the service carriers are innovated to provide employees with daily work and living service that they can be whole-heartedly engaged in their research work. The above-stated measures effectively inspire grassroots researchers for technological innovation, thus improving the research and innovation capacity of oilfield companies.
