油田科技重大专项管理的实践与认识

摘要: 根据江苏油田科技重大专项研究的管理与实践,分析总结了选题立项、目标优化、资源配置、过程组织与控制,以及验收考核等管理环节的做法和经验。认为运用科技重大专项联合攻关的集中管理模式,有助于解决老油田系统性综合性的技术难题,较好地满足了油田生产需求和长远发展需要。提出立项阶段必须以瓶颈技术的突破为关键,集中科技资源,优化目标体系;过程组织与控制应当以提高管理能效为目标,在组织机构、计划安排与技术交流等方面实行统一管理,实现项目运行的动态优化;验收考核要加强项目应用潜力的评价,在指标设计上更加突出技术创新和应用效益的权重。应用表明,实施科技重大专项具有较强的综合效应,可以实现项目管理最优化,经济效益最大化。

Abstract: Based on management of important technology projects at Jiangsu Oilfield Company, this article analyzes and summarizes the management experiences in launch of project, optimization of target, arrangement of resources, organization and control of process, and examination for acceptance. It is assumed that the concentrated managerial pattern for joint research projects be helpful to settlement of systematic and integrated technological bottlenecks of old oilfields,desirably satisfying the demand for production and long-term development of oilfields. Launch of project should be focused on breakthrough in technological bottlenecks with the efforts to concentrate technological resources and optimize the target system. Organization and control of process should aim at improvement of management efficiency while organizational structure, arrangement of plans and technological exchange should be brought under unified management, realizing dynamic optimization of the operational project. Examination for acceptance should be emphasized to evaluate the application potential of the project with the targets designed to highlight technological creation and application efficiency. The practice indicates that management of important technology project has a strong comprehensive effect, optimizing project management and maximizing economic performance.
