彭水地区常压页岩气勘探开发示范工程建设实践

摘要: 中国南方常压页岩气资源潜力大,发展前景广阔。中国石化华东油气分公司依托国家科技重大专项,从川东南彭水地区常压页岩气地质特点出发,坚持问题导向和目标导向,围绕增产和降本两大主线,整合优势资源,构建“产学研用”联合攻关项目组,协同创新基础理论研究,攻克关键核心技术;从技术、一体化运行、油公司运营模式等多个维度,探索建立常压页岩气绿色高效勘探开发模式;构建以“五位一体、三不四有、两轮驱动”为核心的“业财融合”组织管理体系,保障示范工程建设依法合规、高效运行。5年来,彭水示范工程创建了常压页岩气“三因素控藏”地质理论,形成了低密度三维地震勘探、优快钻井、复杂缝网压裂等关键技术系列,实现常压页岩气商业开发突破和效益建产,发现国内首个大型常压页岩气田,探明地质储量近2000×108m3,已建产能21×108m3/a,累计生产页岩气超36×108m3,研究成果在同类地区得到推广应用,示范引领作用显著。

Abstract: South China has a great potential for normal pressure shale gas resources with a broad prospect for development. Based on the national science and technology major projects, Sinopec East China Oil & Gas Company highlighted the normal pressure shale gas geological characteristics in Pengshui area of Southeast Sichuan, focused on the problems and goals, pursued the two main principles of higher production and lower cost, established the “production-university-research-application” joint research project team in integration of the advantageous resources and made breakthrough in the key technologies on the basis of innovative basic theoretical study. The company tried to establish a green and high-efficiency normal pressure shale gas exploration and development model in a number of areas, such as technology, integrated operation and oil company operating model. It also put in place the organizational management system centering “combination of business with finance”. The management model of this system was composed of the leadership team, the technological research team, the comprehensive finance team, the experts consultancy team and the special project office. The finance system followed the principle that no payment was made without a budget, beyond the budget or out of the budget, while adjustment of fund budget for the major special projects should be based on policies, evidences, applications and approvals. The organizational management system also placed the emphasis on both tasks of goal and supervision of fund use and kept the demonstration project on the track of the rules and in high-efficiency operation. In the past five years, the Pengshui demonstration project has created the “three-factor controlling reservoir” geological theory on normal pressure shale gas, which referred to deep-water shelf facies controlling hydrocarbon accumulation, preservation conditions controlling the degree of shale gas enrichment and in-situ stress field influencing effects of fracturing transformation and controlling single-well yield. The geological theory led to a series of key technologies, such as low-density three-dimension seismic exploration, optimized fast drilling, and complex fracture network fracturing. As a result, with the breakthrough made in commercial development of normal pressure shale gas, the first large-scale shale gas field was found in China. The proven geological reserves approached 2000×108m3 with a 21×108m3/a productivity constructed. The shale gas production has been accumulated to surpass 36×108m3. The research achievements have been extensively applied in the areas of the same kind, showing a remarkable effect of guidance and demonstration.
