摘要： “十三五”以来，中国石油吉林石化公司坚持科技引领，加快推进转型升级。面向生产发展， 组织实施一系列质量和技术升级项目，促进炼化业务由“燃料型”向“化工型”转变；坚持科技服务生产， 开展科技瓶颈攻关，攻克装置技术瓶颈，提高装置技术水平和产量，增强装置创效能力；坚持高端化、差 别化战略，建立健全“产销研”一体化攻关机制，研究开发7 大系列42 个牌号特色化工产品和高附加值产品； 利用新工艺、新技术及信息化手段，组织实施隐患治理、污染减排和节能节水等项目，提高安全清洁生产 水平；坚持“设计一批、研发一批、转化一批、储备一批”，开展专项研究，突破关键核心技术，为发展 做好技术和项目储备；加快成套技术产业化进程，推进技术集成创新，开发具有自主知识产权的成套技术， 形成新的效益增长点。在发展的同时，吉林石化公司不断探索健全科技创新体系、科研激励机制、科研队 伍建设、完善试验平台，努力营造良好的创新环境和平台，促进企业可持续盈利和高质量稳健发展。

Abstract: PetroChina Jilin Petrochemical Company has adhered to the technology-leading principle to accelerate industrial transformation and upgrading since the 13th Five-year Plan. The company aimed at production development and launched a series of projects for upgrading of quality and technology, accelerating transition of oil refining business to “chemical type” from “fuel type”. Technology was dedicated to serve the purpose of production while the efforts were made for settlement of technological bottlenecks, including the bottlenecks of unit technology. With improvement of unit technology and production, the units were enhanced in terms of economic performance. The company also pursued the high-end and differential strategy to establish and perfect the “production-marketing-research” integrated research mechanism, with 42 brands of characteristic chemicals and high value-added products in seven main families developed. New process, new technology and informational methods were used for treatment of hidden faults and pollution as well as reduction of emission and water use, improving work safety and clean production. The company has operated in a chain of “design, research and development, transformation and stockpiling” and to launch the dedicated research projects for making breakthroughs in key technology, thus storing technology and projects for future business development. The company accelerated the industrialized process of systematic technologies, promoted technological integration and innovation, and developed technological families with the independent intellectual properties, leading to the new points for economic growth. At the same time of business development, the company is continually committing itself to perfection of the technological innovation system and scientific research incentive mechanism, development of research professionals, and improvement of experiment platforms, making efforts for creation of the good environment and platform for innovation and promoting the company’s sustainable profit-making and high-quality stable development.
