Abstract: The upstream sector of the petroleum industry is divided into two stages -- exploration and development. The geological reserves proven in the exploration stage only reflect the preliminary and static knowledge about the oil and gas fields. China usually makes public its exploration achievements in terms of the static geological reserves. However, this may make outsiders misunderstand the oil and gas industrial situation. In the development stage, the reserves should be produced at maximum for economic benefits on the basis of deeply understanding the dynamic state of the hydrocarbon accumulation. In addition exploration should be supplemented to verify and increase the previous knowledge about the reserves. In recent years, China’s oil and gas imports have risen with the decline of the country’s oil production. However, the proportion of the proven non-produced geological reserves to the proven geological reserves is increasingly high in the reserves table, indicating that the reserves system reflected in the current reserves table cannot entirely show the economic recoverability of the reserves. It is suggested that the reserves should be continually revised and supplemented. Particularly, it is necessary to make the more detailed and clearer specifications on identification of the oil and gas recoverability and clarification of the dynamic changes in the reserves in the development stage while completing the reserves specifications on unconventional oil and gas of the various kinds which already come under large-scale development.
