油气勘探开发科技管理基本特征与实践

Abstract: Oil and gas exploration and development are characterized for ideology, practicality, multidisciplinary integration, high risks and sustainability. Therefore, technological research management should be studied systematically while the technological research project should be focused on the key technological chain. The research work should be divided at various levels to reflect the needs for development. Meanwhile, management of petroleum exploration and development technological research has an universal characteristic. It is necessary to show respect for the internal and external motivations of researchers for innovations. The efforts should be focused on construction of scientific research database and knowledge base, improvement of the key and core technology, and search the orientations for the key sciences and experiments, thus continually improving technological work capabilities.

 

摘要: 油气勘探开发具有思想性、实践性、多学科集成性、高风险性、可持续性等特点,决定了科技管理要有系统观,科研项目应以关键核心技术链为主线,科技工作要有层次性,要体现发展需求。同时,石油勘探开发科技管理具有普遍性特点,要尊重科研人员攻关创新的内生动力与外生动力,做好科研数据库与知识库建设,通过提升关键核心技术水平、培育重点学科和实验方向等工作,不断提升科技工作能力。
