创新驱动支撑中国石化上游高质量可持续发展

Abstract: Sinopec is committed to the task of securing China’s energy supply and pursues the principles of “maintenance of stable production, increase of natural gas output and cost-effectiveness”. Focusing on the key oil and gas areas, Sinopec continues its efforts to enhance the oil and gas geological theoretical study and the technological research on oil and gas exploration, oil and gas field development, and petroleum engineering. It has made important technological achievements in those areas, effectively guaranteeing fulfillment of the strategic objective set in the 13th Five-year Plan. Sinopec will concentrate its efforts on the important basic research and industrial technological innovation during the 14th Five-year Plan period. It focuses on the two main objectives. One is to make the strategically-guiding discoveries and confirm the scale of reserves in the exploration area. The other is to put the difficult-to-produce reserves into production and dramatically raise the EOR-based production.Meanwhile, it will develop the benchmark technology and key products with competitiveness and influential power, bring about stable oil development, rapid natural gas development and healthy new energy development, continually optimize its overseas oil and gas block, improve its engineering technological service capability, and accelerate the construction process of informatization and intelligence. Sinopec will enhance technological reform in its upstream sector, perfect the mechanism of the technological innovation system, strengthen organizational coordination, tighten management of the project process, increase investment in science and technology, accelerate fostering of high-end talents, improve the incentive mechanism for innovation, and establish the scientific and reasonable R&D examination system, thus offering a powerful technological support for building a technologically-leading firm and becoming a internationally-leading clean energy chemical company.

摘要: 中国石化以保障国家能源安全为己任,以“稳油、增气、降本”为目标,聚焦油气重点领域,持续深化油气地质理论研究和油气勘探、油气田开发、石油工程技术攻关,取得了重要科技进展,为实现“十三五”战略目标提供有力保障。“十四五”期间,中国石化上游领域聚焦重大基础研究和产业化技术创新,围绕勘探实现战略导向发现和落实规模储量,实现难采储量规模动用和大幅度提高采收率两大目标,研发具有竞争力和影响力的品牌技术和拳头产品,形成石油稳定发展、天然气快速发展、新能源有序推进、海外油气持续优化、工程技术支撑能力不断提升、信息化与智能化建设加快推进的发展态势。中国石化上游将深化科技改革,健全科技创新体制机制,强化组织协调,严格项目过程管理,加大科技投入,加快高层次人才队伍建设,加大创新激励力度,构建科学合理的科研考核体系,为打造技术先导型公司、建设世界领先洁净能源化工公司,提供强有力的科技支撑。
