Abstract: Intellectual property is the important resource and key element for development of an enterprise. It is also an important pillar for implementation of the innovation-driven development strategy. As an important integral part of technological management, intellectual property management faces the new requirements of specialized and integrated management. This paper introduces the mindset and design as well as content and functions of the platform for integrated management of intellectual property established by PetroChina Petrochemical Research Institute. Based on the existing organizational system and rules for intellectual property management, CNPC should enhance unified management and systematic layout function at the company’s level, optimize the intellectual property management system and procedures, establish the unified information platform for intellectual property management, bring about integrated and full-time management of intellectual property, such as patent, trade mark, authorship and technology secret, and promote the company’s high-quality, high-performance and sustainable development.

摘要： 知识产权是企业发展的重要资源和核心要素，是实现创新驱动发展战略的重要支撑。知识产权管理作为 科技管理的重要组成部分，正面临专业化与集约化管理的新要求。介绍了中国石油石油化工研究院知识产权一体化管 理平台建设的思路与设计、内容与功能，提出在现有知识产权管理的组织体系和规章制度的基础上，中国石油应强化 公司层面的统筹管理和系统布局职能，优化知识产权管理制度和流程，构建统一的知识产权信息化管理平台，实现集 团对专利、商标、著作权、技术秘密等知识产权的一体化、全周期管理，推进公司有质量、有效益、可持续发展。
