Research on Management Pattern of Offshore Oil and Gas Regional Development Integration Projects

There are a series of problems existing in offshore oil and gas development, such as marginal field development, low production and economic benefits, scattering locations, tight project schedules, multiple interfaces, inadequate basis for design and complicated engineering plan. Therefore, this paper comes up with the management pattern of regional development integration project and explains the organizational system and obligations of regional development project management. The management conception is defined as “independent unified technology and unified interfaces in parallel.” It also puts forth the unified the method for unified regional development technology, namely unified plan for regional oil and gas treatment center, unified plan for regional oil and gas destinations, unified plan for regional power supply and control, unified pattern for appraisal of regional projects, unified plan for regional engineering and geological surveying and unified plan for regional construction resources. In addition, the study is independently made in four areas – functions of each project platform, drilling and completion plan for gas fields, estimation of investment for a project, and offshore installation plan. Efficiency is improved by means of regional management while technology is optimized by means of unified plans. As a result, the economic performance of regional oil and gas field development is improved, further tapping the potential of the whole regional oil and gas resources
