    The Policy Suggestions for Stable Production of Domestic Maturing Oilfields and Economic Development of Low-grade Oilfields

    Currently, most of the proven oil reserves in China are low-graded with the rise of development cost. The main developed oilfields entered their late development period with the continual rise of water cut and development cost. Meanwhile, a variety of charges and taxation narrows the profit-making space of the Chinese oil companies’ upstream business, making the economic performance drop rapidly. Based on analysis of main oil and gas fields, this paper proposes that the State should adopt eight preferential policies in favor of oil companies, such as eliminating the windfall tax, reducing the royalties for resources, using appropriate amount of capital to offset taxes, continuing to launch special fund for technological research, supporting production of low-yield and low-efficiency wells as well as effective development of compact gas, and encouraging recovery from tailing resources. The efforts should be strengthened to tap the potential for development of the remaining marginal reserves during the late recovery period of old oilfields. Meanwhile, the low-graded reserves should be also brought under effective development on a large scale so as to bring about a sustainable development situation with both state revenue and enterprises’ performance increased, enlarging the basis of reserves to keep China’s crude output stable and rising at an appropriate rate.
    Large State-owned Enterprise Group to Optimize R&D Investment Mechanism

    The R&D investment mechanism of an enterprise is a system for effective provision and reasonable allocation of R&D fund investment. Some problems usually exist in large State-owned enterprise groups, such as inadequate R&D investment, unreasonable allocation and outdated management. It is necessary to optimize the R&D investment mechanism and improve the efficiency of R&D investment. The study proposes that the large State-owned enterprise should follow their excellent international counterparts to perfect the R&D investment mechanism and determine the R&D investment level, while establishing a system to guarantee stable investment in R&D fund and making a scientific model for R&D fund investment. They should also perfect the market-oriented mechanism for R&D fund investment and launch innovation fund in favor of “unplanned innovation.
    Research on Management Pattern of Offshore Oil and Gas Regional Development Integration Projects

    There are a series of problems existing in offshore oil and gas development, such as marginal field development, low production and economic benefits, scattering locations, tight project schedules, multiple interfaces, inadequate basis for design and complicated engineering plan. Therefore, this paper comes up with the management pattern of regional development integration project and explains the organizational system and obligations of regional development project management. The management conception is defined as “independent unified technology and unified interfaces in parallel.” It also puts forth the unified the method for unified regional development technology, namely unified plan for regional oil and gas treatment center, unified plan for regional oil and gas destinations, unified plan for regional power supply and control, unified pattern for appraisal of regional projects, unified plan for regional engineering and geological surveying and unified plan for regional construction resources. In addition, the study is independently made in four areas – functions of each project platform, drilling and completion plan for gas fields, estimation of investment for a project, and offshore installation plan. Efficiency is improved by means of regional management while technology is optimized by means of unified plans. As a result, the economic performance of regional oil and gas field development is improved, further tapping the potential of the whole regional oil and gas resources

    Intellectual property is the important resource and key element for development of an enterprise. It is also an important pillar for implementation of the innovation-driven development strategy. As an important integral part of technological management, intellectual property management faces the new requirements of specialized and integrated management. This paper introduces the mindset and design as well as content and functions of the platform for integrated management of intellectual property established by PetroChina Petrochemical Research Institute. Based on the existing organizational system and rules for intellectual property management, CNPC should enhance unified management and systematic layout function at the company’s level, optimize the intellectual property management system and procedures, establish the unified information platform for intellectual property management, bring about integrated and full-time management of intellectual property, such as patent, trade mark, authorship and technology secret, and promote the company’s high-quality, high-performance and sustainable development.

    The Chinese petroleum enterprise should give priority to unified planning and design for their information construction. Information construction of enterprises should be linked with their development strategy and business management targets. With the objectives clarified, enterprises should follow a series of scientific methods and steps and design and formulate scientific, reasonable and applicable framework and strategy for information construction to guide their future work in this area. Based on the mature theories and long-term experience, this paper comes up with a series of methods for information planning, ranging from investigation of present conditions and demand analysis as well as business analysis and modeling to design of technological framework, design of management framework and design of implementation plan. It also introduces the methods, steps and plates used in the full process of the whole plan.innovationculture and created good atmosphere for innovation.
    Analysis of Offshore Oil and Gas Equipment Industrial Chain and Development Strategy

    Offshore oil and gas equipment industry is a technology-intensive industry with a large product structure, a large variety of products and a high customization. The industrial chain of offshore oil and gas equipment and many problems and risks of enterprises are related to industrial technology. Based on offshore oil and gas exploration and development technology, product structure of equipment and service life of equipment, this paper analyzes the industrial chain structure in these three areas, pointing out three-dimensional characteristics of the industrial chain, industrial technological system and product technological characteristics. It also comes up with six industrial layout strategies for offshore oil and gas equipment industrial chain, eight research and design strategies for enterprises, three manufacturing strategies and two business management strategies. Interpretation structure model is used to analyze the interactive relations among those strategies. Based on the above analysis, the strategies for cooperation in industrial chain and development of manufacturing service industry are the basis for industrial layout and reciprocate one another. The research and design strategy promotes the manufacturing and management strategy. The research and design strategy is divided into the basic strategy, intermediate strategy and ultimate strategy. The internal countermeasures of the basic and ultimate strategies can interact with one another for better performance.

    The competitiveness evaluation of oilfield service companies is an indispensible work to identify market positioning, analyze their respective advantages and disadvantages, and adopt the relevant measures to improve competitiveness. To meet the need for internal management of oilfield service companies, it is necessary to make study of the competitiveness evaluation methods under the guidance of systematic engineering theories and fully analyze the influential factors structuring the competitiveness of oil technological service companies, including 63 appraising indexes, such as business scope, market scale, profit-making capacity, operational capacity and creative capacity. The integrated evaluation indexes system is established to combine the interpretation structural model analytic tool with the subjective and objective empowerment method based on variation factors, restructuring an integrated evaluation model. Integrated evaluation and analytic comparison are equally emphasized to avoid random in the index selecting and empowerment process and improve the scientific feasibility of competitiveness evaluation. This method can provide support for decision-making managers.

    There is a series of problems in the research team of the oilfield research institute, such as green hands, inadequate research experience, inadequate human resource, limited supporting capacity and shortage in invigoration. Therefore, it is proposed to establish the “study, creation and service” research team so that the employees can continue their follow-up education and step up their technological cooperation and exchange in a variety of forms and channels. It is necessary to improve the initiatives and creativeness of technological personnel and their service awareness to provide better technological support for on-the-field production. Based on those activities, the research capacity has been apparently boosted while the results of important research projects are also substantially improved. The young technological talents have become the main force of scientific research and production, providing effective support for rapid development of Changing Oilfield.
    Present Conditions and Technological Demand of Oil and Gas Exploration and Development in China’s Eastern Faulted Basins

    The targets to be found in China’s eastern faulted basins of the Paleogene System-the Neogene System become more and more subtle. With the main oil reservoirs entering their “three high” stage, it is more and more difficult for exploration and development. However, the reserves are still regarded as tremendous. It is of great significance to analyze and study future technological development. The low-graded and subtle oil and gas reservoirs in this region will be the main targets for future exploration and development. It is necessary to update the knowledge about continental source strata and accumulation efficiency, focus the study on spatial differential distribution of remaining oil and gas resources, continue to develop and perfect the trap and reservoir description and prediction technology which is dominated by 3D seismic exploration technology, and develop the wellbore technology aimed at improving single-well productivity, such as large-displacement, multi-target, horizontal well drilling technology as well as staged fracturing and volumetric fracturing technologies. It is also necessary to develop the fine exploration and development technology for marginal oil and gas reservoirs, complex geological bodies and improve the EOR technology for high and ultra-high water-cut oilfields, promoting high-efficiency development and utilization of complex and low-grade oil and gas resources.
    Development Trend for Subsea Processing Technology of Deepwater Oilfields

    Deepwater oilfield exploration and development has become the focus of attention since the start of the 21st century. China is relatively late for its deepwater development. As compared to international oil majors, Chinese companies are left behind in terms of technology and equipment. Subsea processing technology – the frontier technology for deepwater oilfield development - has a series of advantages, such as increasing production, improving subsea piped transmission state, eliminating the bottlenecks in the processing amount of upper facility, reducing investment, and promoting safety and environmental protection. Subsea processing includes separation of gas and liquid, separation of oil and water, and underwater plant. The paper points out that the integrated subsea processing system will be the development direction in the future.
    Exploration Potential and Targets of Jurassic System in Central Sichuan

    The oil area of the Jurassic System in Central Sichuan is regarded as poor mine because no breakthroughs were made in exploration of the area in the past five decades. The main reservoirs are the early confirmed shell limestone of 1st and 3rd interval of Da’anzhai Section (with the porosity being less than 1%). They are identified as fractured oil fields with the geological resources amounting to 11×108t. Later, the reservoirs of muddy shell limestone were found in the area (with the porosity being 1.56%). With the exploration potential boosted, the resources in the area rose to 35×108t. The present study indicates that the average porosity of source strata – 2nd interval of Da’anzhai Section mud shale subzone – is 2.35% while the average porosity of mud shale containing organic matter is 3.8%. Oil and gas were found in drilling. They are the main reservoirs in the area with many high-yield wells drilled. Therefore, the Jurassic System in Central Sichuan is regarded as locally sourced and accumulated shale oilfields. In the semi-deep lacustrine zone of 26000 square kilometers in Central Sichuan, the thickness of mud shale is higher than 40 meters while TOC is 1.5-2%. It is the favorable zone for exploration of shale oil. Based on the volumetric method, the geological resources of shale oil from Jurassic Da’anzhai Section and Lianggaoshan Formation are 164×108t. It is proposed that source strata of Jurassic mud shale should be further studied, establishing an experiment zone of shale oil development in Central Sichuan. Da’anzhai Section of Gongshanmiao and Guihua oilfields as well as Lianggaoshan Formation of Nanchong Structure can be selected for pilot development of shale oil, accelerating the exploration process in this field.

    Nano-technology has obvious advantages in description of oil and gas reservoir characteristics, detection of formation, analysis of fluid properties and enhanced oil recovery. It can be used to acquire some parameters like formation temperature and pressure as well as types of fluids, identify formation characteristics and remaining oil, and improve efficiency and performance of oil and gas exploration, development and production. The study of reservoir nano-technology is drawing extensive attention at present time. Oil companies, service companies, research institutes and universities have made studies in this area. Based on application and development targets of reservoir nano-technology, this paper is focused on the latest development in application of reservoir nano-technology, such as electronic sensors, powerless sensors, contrast agents, self-sensing cement, fluid-repelling coating, nano encapsulation, and nanoparticle surfactant.
