Abstract: China is rich in deepwater oil and gas resources in the South China Sea. Development of those resources called for the ultra-deep semi-submersible drilling platform. Based on the national science and technology major project and the “863 Plan”, CNOOC used domestic research power, integrated and established the “industry, universities, research and application” integrated research teams. Quality control was tightened on R&D design and manufacturing process, CNOOC developed the new-typed ship of “HYSY 981” and the substantial safety-typed drilling equipment with the independent intellectual property rights. It established the technological system for design, manufacture and operation of China’s own deepwater semi-submersible drilling platform. The “HYSY 981” semi-submersible drilling platform adopted, for the first time, the assembled positioning system consisting of the DP3 dynamic positioning and anchor moored positioning. The variable load can reach 9000 tons, developed the world’s best ultra-high strength R5 graded anchor chain. The platform could resist the environmental load of 200 year return period in the South China Sea. It promotes the development of the related industries in the country. Currently, China is capable for independent exploration of the offshore oil and gas fields with a water depth of 3000 meters, laying a solid foundation for development of deepwater oil and gas fields.

摘要： 我国南海深海油气资源丰富，开发这些资源急需超深水半潜式钻井平台。中国海油依托国家科技重大专项和863计划等项目，强强联合，集成国内科研优势，组建“产学研用”一体化攻关团队。研发设计、建造全过程严格质量管理，创新研发了“海洋石油981”自主知识产权新船型与本质安全型钻井作业装备，建立了我国自主的深水半潜式钻井平台设计、建造、运营技术体系。“海洋石油981”半潜式钻井平台首次采用DP3动力定位和锚泊定位的组合定位系统，可变载荷达9000t，研发世界顶级超高强度R5级锚链，平台可抵御南海200年一遇的环境条件，带动了我国相关产业的发展，实现了3000m深水油气田自主勘探能力，为开发南海深水油气田奠定了坚实基础。
