Abstract: Based on the practice from management of the national science and technology major project for years, China National Offshore Oil Corporation (CNOOC) proposed that technological innovation should be guided by industrial developments with a close integration between the petroleum companies and the service companies. Technological management should be combined with finance management and procurement management to establish the high-efficiency management system. Scientific research fund should be led by the national fund and based mainly on the fund put aside by the enterprise. All the fund should be brought under unified and put into precise use. The national science and technology major project management system was established on the basis of those above-mentioned measures, which was “guided by industrial development, focused on technological innovation, and secured by the management system and investment of fund”. With the national science and technology major project carried out, CNOOC launched the precisely-targeted scientific research projects and created the high-level linear management model for technical products, the industrialized system and the scientific research support system so that it could substantially increase its reserves and production and made the progress in offshore oil industrial technology. The newly additional oil and gas proven geological reserves of CNOOC reached about 33×10⁸t and 1.6×10¹²m³ respectively, thus helping the oil and gas fields construct the productivity of about 1.7×10⁸t oil equivalent.Meanwhile, CNOOC developed more than 100 sets of products and equipment, generating 23 billion yuan in production value.

摘要： 中国海洋石油集团有限公司结合多年实施国家科技重大专项的管理实践，提出科技创新要以产业发展为导向，油公司与服务公司密切融合；科技管理要与财务管理和采办管理相结合，共同构建合规高效的管理制度体系；科研经费以国家经费为引导，企业配套经费为主体，统筹管理、精准投用。以此为基础，创建了“以产业发展为导向、科技创新为主体、管理制度和资金投入为保障”的国家科技重大专项管理体系。通过专项实施，开展精准科研攻关，打造高水平的技术产品线管理模式、产业化体系和科研支撑体系，为公司增储上产和海洋石油行业技术进步提供了重要支撑。中国海油新增石油、天然气探明地质储量约33×10⁸t、1.6×10¹²m³，支撑油气田产能建设约1.7×10⁸t油当量，研制产品装备100余台（套），创造产值超230亿元。
