Practice from TRL-based Technological Project Management System

基于技术成熟度的科技项目管理体系探索与实践

Abstract: Sinopec Research Institute of Petroleum Engineering was focusing on a series of existing issues in the technological project management system, such as low proportion of basic research and innovative projects, unclear levels of the projects, inadequate management of the whole process for a project, imperfect incentive and restriction mechanisms, and lack of value guidance. Therefore, the research institute optimized the top-level design, strengthened the problem-oriented efforts, highlighted the basic research, and followed the general principles of respect for value-based creation and flexible management model, thus optimizing and perfecting the existing technological project management system. It set up “innovation space project”. According to the TRL (technology readiness level) evaluation system and standard of the whole process gate management of the project, it defined four categories of projects -- creativity, innovation, business expansion and new areas. With the project incubated progressively and in the whole process, the scientific research project was divided reasonably into different levels while the research orientation reciprocated with the management model. The research institute strictly standardized the management process, perfected the incentive mechanisms and motivated the young researchers for innovation and business development. Implementation of the TRL-based technological project management system helped make breakthroughs in the new areas and store the key and core technologies, such as the technologies stored for drilling and completion of deep wells and super-deep wells, unconventional oil and gas engineering, experiment of key downhole tools and equipment, high-end MWD instruments and intelligent drilling. Those efforts invigorated the research institute for technological innovation and promoted development of technological innovation.

 

摘要: 面对当前企业研究院所科技管理通常存在基础性与探索性项目占比较低、项目层次不清晰、项目全过程管理不充分、激励和约束机制不足、缺乏价值引导等问题,中国石化石油工程技术研究院把握优化顶层设计、突出问题导向、强化基础研究、尊重价值创造、管理模式灵活的总体原则,对现有科技项目管理体系进行优化完善。设立“创新空间项目”,按照项目全过程门径管理的技术成熟度评价体系及标准,设置创意类、创新类、创业类、新领域培育类4类项目。实施递进式、全过程项目孵化,合理设置科研项目层次,科研方向和管理模式优势互补,严格规范管理流程,完善激励措施,激发青年科技人员创新创业热情。基于技术成熟度的科技项目管理体系自实施以来,助力新领域实现突破,形成关键核心技术储备,在深井超深井钻完井、非常规油气工程、关键井下工具与装备试验、高端随钻测控仪器和智能化钻完井等方面储备了技术力量,有效激发了研究院的科技创新活力,促进了创新发展。
