Abstract: It is an important way for China’s petroleum enterprises to fully tap their potential for cost reduction and efficiency boost. Based on PetroChina’s current evaluation on production profitability of developed oilfields and requirements on evaluation and management of profitability of old wells, this paper comes up with the strategies and proposals for improvement and upgradation of evaluation on production profitability of developed oilfields. The suggestions include redefining the criteria on classification of production profitability, improving and enriching evaluation method system, upgrading the related software, establishing the single-well economic performance evaluation system; enhancing the study of marginal cost and marginal revenues, analyzing the different economical production boundaries of developed oil and gas fields, and providing the quantitative decision-making data for annual optimization of deployment; improving evaluation on production profitability and management of classified reservoirs, adopting different strategies for different classifications and bringing the low-efficiency wells and blocks under timely treatment. Based on these measures to tap the potential for higher production efficiency at old oilfields, it is estimated to reduce marginal or unprofitable production by 15-20 percent. Therefore, these measure can bring old areas under profitable development and alleviate the risks for construction of productivity in new areas, helping China’s oil companies keep sustainable development in their upstream business.

摘要： 充分挖掘老区潜力是我国石油企业实现降本增效的重要途径。根据中国石油已开发油田效益产量评价现 状以及新形势下老井效益精细评价与精益生产管理需求，提出了强化和升级已开发油田效益产量评价的对策与建议， 具体包括重新定义效益产量分类标准，提升和丰富评价方法体系；升级配套软件，建立单井效益评价系统；加强边际 成本和边际收益研究，分析已开发油气田不同经济产量界限，为年度优化部署提供定量决策依据；强化效益产量评价 和油藏分类治理，分类施策，实现低效井和区块的及时治理等。以此构建依托成本效益挖潜实现生产经营提效的配套 老区精细挖潜系统，预计可减少边际产量或无效益产量15% ～ 20%，从而释放老区效益开发潜力，缓解新区建产风险， 助推我国油公司上游业务可持续高质量发展。
