Abstract: Overseas oil and gas projects are characterized for high investment, high risks and long recovery period. The study of business strategy focusing on key nations and regions is of vital importance to improving a company’s capabilities for business operation and resistance of risks. Oil and gas projects have a great variety of business models, complexity of clauses on finance and taxation, and different business types. The different evaluated objects have different business decision-making considerations. The research content and depth should meet the business decision-making demands of different types. The research methods should meet the demand for research contents. The business strategy study of overseas oil and gas projects started late in China. Currently, there is a series of problems in this area, such as weak basis, simple content, outdated methods and inadequately applicable results. Focusing on the current work conditions and existing issues, this paper discusses the future development orientation of China’s overseas oil and gas business strategy research and stresses the necessity to enhance system construction, bring the research under normalization and standardization, expand the business strategy research contents under the present conditions, and establish business strategy research method system for overseas oil and gas projects.

摘要： 海外油气项目具有投资大、风险高、回收期长等特点，有针对性地开展重点国家或地区的经营策略研究， 对提升公司整体经营实力、提高抗风险能力举足轻重。海外油气项目商务模式众多，财税条款复杂，不同业务类型、 不同评价对象的经营决策侧重点不同，研究内容及深度应适应不同类型的经营决策需求，研究方法应满足研究内容的 需要。我国海外油气项目经营策略研究起步较晚，目前还存在基础薄弱、内容单一、方法滞后、成果实用性不足等问题， 针对工作现状及存在问题，探讨了未来我国海外油气业务经营策略研究的发展方向，指出要强化制度建设，研究需常 态化、规范化，在现有条件下拓宽经营策略研究内容，积极构建海外油气项目经营策略研究方法体系等。
