Abstract: In recent years, China's three big oil companies propelled the "going-out" strategy in an all-round way, actively expanding overseas oil and gas resource market and petroleum engineering service market, with their overseas business stepping into fast traffic lane. This paper discussed the development status, operational characteristics, development planning and their own practice in carrying out overseas exploration and development and petroleum engineering service, and made comparison from management system, development and transformation modes, equipment and techniques, and human resources, etc. It put forward that doings that can be learned from overseas upstream assets merger and technical service, the regulations that should be abided by and some problems deserve to be paid attention.

摘要： 近年来,我国三大石油公司全面推进"走出去"战略,积极拓展海外油气资源市场和石油工程作业服务市场,海外业务步入持续发展的快车道。文章论述了我国三大石油公司开展海外勘探开发与石油工程技术服务业务的发展现状、经营特点、发展规划和各自的做法,并从管理体制、发展与转型模式、装备技术与人力资源等方面进行了比较,提出了海外上游资产并购与技术服务中可资借鉴的做法,以及应遵守的规则和值得注意的一些问题。
