Analysis and Application of Bidding Strategy for New Overseas Oil and Gas Projects

Abstract: Participation in the public bidding mounted by the government of a resources nations has become an important way for petroleum companies to acquire overseas oil and gas blocks in recent years. How to economically and effectively improve the bidding success rate holds the key to development of China’s overseas oil and gas business. This paper studies the bidding strategy and method for the new overseas oil and gas projects. The paper focuses on identification of the strategically-selected zones, the oil-enriched basins, and determination of the key nations and regions for business expansion. It also compares the different bidding mechanisms of various nations, analyzes the bidding parameters, optimizes the decision-making process, investigates and analyzes the market conditions and historical data, identifies the competition trends, and makes a multi-dimension analysis of the competitors and their bidding intentions. The bidding rules are taken into account to optimize the bidding strategy, define the scope for making the appropriate bidding decisions, and provide the scientific basis and references for the final bidding decisions. Take the 14th round of bidding in Brazil as the research target and application case. Based on the company’s own capacity and positioning for business development, the appropriate factors are determined to calculate the proper bidding scope on the basis of four dimensions – geological success rate, commercial success rate, scale of resources, and net present value of single barrel. Adoption of a stable and healthy bidding strategy can both ensure the bidding success rate to some extent and avoid the excessive competitive premium, providing the references for the company to make the decisions on investment in the overseas oil and gas exploration and development projects.

摘要: 近年来石油公司参加资源国政府公开招标成为获取海外油气区块的重要手段,如何经济有效地提高中标成功率是我国发展海外油气业务的核心所在。文章研究探讨了海外新项目公开招投标的决策与方法。通过确定战略选区,聚焦富油气盆地,锁定重点业务拓展国家地区;类比各国不同投标机制,分析竞标参数,优化决策流程;调研市场行情及历史数据,研判竞争态势,多维度分析竞争对手及其投标意愿;结合投标规则,优化投标策略,设定适宜投标决策区间,为最终投标决策提供科学依据与参考。以巴西第14轮招标为研究对象与应用实例,结合公司自身能力与发展定位,从地质成功率、商业成功率、资源规模和单桶净现值4个维度着手,确定合适的投标因子,测算适宜的投标区间;采用稳健的投标策略,既保证一定的中标成功率,又避免过高竞争溢价,为公司海外油气勘探开发项目投资提供决策参考。
