承担国家科技重大专项 有效促进院校建设与发展——以中国石油大学（北京）为例

摘要： ：“十二五”期间，中国石油大学（北京）承担了“大型油气田及煤层气开发”国家科技重大专项8 个课题和150 多个专题的研究任务，持续科技攻关取得了一大批高水平科技成果。统计分析了依托油气重大专项完成的论文、专利、标准、软件著作权、学术专著、成果获奖、创新团队建设等具体情况，表明石油高校在实施国家科技重大专项过程中，对科研创新能力提高、学科建设发展、研究生培养等起到了重要作用，极大地促进了高校建设与发展。在管理体制上，成立专门领导机构，做好统筹协调和配套落实，并制定一系列管理办法，严格项目和经费管理规范，有效保障了专项的顺利实施。

Abstract: During the 12th Five-year Plan Period, China University of Petroleum (Beijing) undertook eight national science and technology major projects and more than 150 special research tasks concerning “large-scale oil and gas fields and coal-bed methane development”. A large number of high-level results have been achieved in the continual efforts for technological research. This paper makes a statistical analysis of the theses, patents, criteria, software authorship, academic works, research results and innovative teams on the basis of the key oil and gas projects. It indicates that petroleum colleges and universities play an important role in improvement of innovative competence, promotion of disciplinary development and cultivation of graduates in execution of the national science and technology major projects. As for the management system, the colleges and universities launched the special leadership organs for coordination and execution of the key projects and formulated a series of management methods to standardize management of the projects and fund, effectively bringing the key projects under execution.
