Abstract: The central state-owned enterprises (SOEs) are the main force to implement the innovation-driven development strategy. They are taking a series of measures to accelerate technology innovation and technical progress, and stimulate collaborative innovation in the areas of production, education, research. These measures include research & development investment, talents attraction, and research institutions development. However, the central SOEs do not have adequate innovation power due to some factors, such as lackness of market competition pressure and motivity, deficiencies in management pattern of production and business, and insufficiency in enforcing the state technology innovation policies. To further enhance innovation capacity of the enterprises, the central SOEs should actively implement the state incentive policies on innovation, continuously deepen the reform of technology system and mechanism, and cultivate the entrepreneur spirit.

摘要： 央企作为贯彻落实创新驱动发展战略的主力军，通过保障研发经费投入、壮大人才队伍和强化科研机构 建设等措施推动了科技创新与技术进步，带动了产学研用协同创新发展。但由于缺乏市场竞争的压力和动力，以及生 产经营型管理模式的制约、国家科技创新政策难以落地等因素，导致央企科研机构创新动力与活力不足。为进一步增 强企业创新能力，央企应促进国家创新激励政策落地、持续深化科技体制机制改革和大力培育央企领导人的企业家精神。
